Description

The National Institute of Standards and Technology (NIST) intends to procure on a sole source basis with Washington State University (WSU), Pullman, WA for membership renewal to the Virtual Assembly Technology (V.A.T.) Consortium, under the authority of FAR 13.106-1(b) Only One Source Reasonably Available. The membership entitles NIST participation in Consortium meetings and access to any source code for any software developed as part of Consortium activities related to technology development, technology deployment, and standard issues pursuant to the use of virtual reality, digital prototyping, modeling, simulation, and visualization techniques to plan, evaluate, and verify assembly processes for mechanical systems - with a primary focus on mid-size to large-scale mechanical systems (including automotive, aerospace, earthmoving, and machine tool equipment and their components). This is a sole source procurement since the Consortium was implemented and is operated by WSU. A fixed price Purchase Order valid through 12/31/03 with three (3) option renewal periods will be awarded on or about May 7, 2003, using Simplified Acquisition Procedures. Interested parties may identify their interest and capability to respond to the requirement, in writing, no later than the response date. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. This notice of intent is not a Request for Quotation (RFQ) and no RFQ is available. See Note 26.
