Description

The National Weather Service (NWS), Office of Hydrologic Development (OHD) seeks a social scientist to evaluate and report on the effective use of NWS flood severity categories. The report will detail proposed changes to the severity categories and provide recommendations for public awareness of either existing or new categories. The evaluation is to include an exchange of information with emergency managers and local officials, especially North Carolina emergency managers. A draft Statement of Work for this activity can be viewed by uploading the attachment under this notice. Vendors who believe they can meet this requirement are requested to submit in writing via e-mail an affirmative response demonstrating they can meet the Government's requirements. All written responses must include a written narrative statement of capability, including detailed technical information and other technical literature demonstrating the ability to meet the above requirements. In your written narrative statement, please include the availability of any Government-Wide Acquisition Contract vehicle(s) that you have including General Services Administration Federal Supply Schedule Contract that NOAA could use. The response must be sufficient to permit agency analysis to establish a bona fide capability to meet the requirements. This is not a request for proposal but rather a vehicle for obtaining information. The Government will not incur any cost as a result of this announcement.
