Description
The National Oceanic Atmospheric Administration has a requirement for the following services. NOTE: The purpose of this synopsis is to Request Information from Industry on 1. The adequacy of the SOW. 2. The ability to meet the requirement via a COTS package. 3. Timeframe to implement. 4. Rough estimate of the dollar value. Funds are currently not available. The NOAA Administrator has identified improving external communications as a top priority. The National Oceanic and Atmospheric Administration (NOAA) is a major federal agency that daily impacts the lives of all Americans. The functions, services, and work products of NOAA are of great interest to citizens and to a large variety of public and private organizations. It is important for NOAA, as a responsive federal agency, to communicate regularly and comprehensively to these groups and citizens. In order to improve NOAA's ability to communicate with and inform its constituents of key meetings, notices, and information, NOAA is seeking a Contractor to develop a modern Web-based Constituent Relationship Management System. The purpose of the system is to provide a multi-functional and interactive communications solution between NOAA through the Office of External Affairs and its constituents, interest groups, partners, universities, and grantees on NOAA matters and activities of interest to them. The system will provide for a variety of critical communications between NOAA and its constituents, which shall include meeting notices, invitations, announcements, and reports. The system will provide a means of "two-way" communications between NOAA and its external partners/stakeholders concerning an array of key information. Background NOAA's Office of External Affairs has an existing database, which was developed in the early 1990s. Several attempts have been made to update and improve the database, which uses low-cost off the shelf products such as Word, Access, Eudora Light and Windows. The functionality of the current system includes sending faxes and e-mail merging. The system contains data on more than 10,000 constituents. It sends out press releases and meeting invitations via email or fax. It also produces a variety of reports. The current system has a number of serious drawbacks. The system is a non-centralized PC-based single user system that does not operate in a LAN or networked environment and therefore must be installed on individuals PCs across numerous offices throughout NOAA. There is no remote, on-line, or web-based access to the system. The system is not based upon modern Internet technologies. Constituents do not have access to key data and cannot update their information. There is no ability to track the results of meeting notices. General Requirements Based upon knowledge and expertise in the development modern web-based systems, the Contractor shall develop a Constituent Relationship Management System. The new system will combine the existing headquarters and Line Office standalone systems into a single centralized database. It will be easily accessible to both NOAA constituent affairs officers and constituents around the world via a web-based user interface. It will automate the delivery and tracking of constituent meeting invitations, acceptances, declinations and other communications. Specific Requirements The system will meet the following specific requirements: 1. Developed using the Oracle DBMS 2. Developed using Internet and TCP/IP protocols 3. Developed using web-based protocols i.e. HTML, XML 4. Server and PC manufacturer platform independent 5. Developed with security and access controls 6. Capability for data editing and validation by both constituents and constituent affairs officers at any location using a web browser. 7. Provide for the issuance and sending of e-mails and faxes to constituents in an automated fashion 8. Provide cross-cutting reporting capability across subject, geographic, and interest areas 9. Provide automated issuance of invitations 10. Provide automated tracking of responses to invitations 11. Provide for automated offsite data and system backup Technical Requirements 1. Oracle DBMS Version 8 running in a Unix environment. May develop in version 9 but operational environment will be version 8 and Unix. 2. Server-side Java using Tomcat or BEA Weblogic application server. HTML and/or XML may also be used with the contractor specifying any tools and products used in the development and hosting, and the Government approving prior to start of project development. 3. System must operate using the Internet Explorer browser or version 4.7 of the Netscape browser 4. Security and access controls which meet NOAA's computer applications userID and password policy to be supplied to the contractor after award. 5. Audit trail processing. Task and Deliverables 1. The contractor shall conduct a detailed requirements analysis and produce and submit to the COTR a draft requirements document. 2. The contractor shall produce a final requirements document. 3. The contractor shall develop and deliver to the COTR a draft system design, 4. The contractor shall develop and deliver to the COTR a final system design, following input and comments from the COTR on the draft system design. 5. The contractor shall program and code the system and provide a beta version of the system to the COTR, 6. The contractor shall deliver the final system based upon changes identified by the COTR to the beta version. 7. The contractor shall update the database and ensure that it is current. 8. The contractor shall provide a schedule and project plan for all the above tasks and deliverables 9. The contractor shall deliver system technical documentation (2 copies) of sufficient detail and clarity to allow Government IT staff to properly support, maintain and enhance the system 10. The contractor shall deliver 2 sets of user manuals of the system.
