- RED AIR THREAT PRESENTATIONS FOR COPE THUNDER EXERCISE. This is a sources sought synopsis only. There is NO solicitation for any action at this time. Requests for a solicitation will not receive a response. This sources-sought synopsis is being issued to conduct market research and determine availability of qualified sources. This synopsis does not constitute a Request for Proposal (RFP) or an Invitation for Bid (IFB), nor does its issuance restrict the Government as to its ultimate acquisition approach. The Government will neither award a contract solely on the basis of this notice, nor will it reimburse the interested party for any costs associated with preparing or submitting a response to this notice. The 15th Contracting Squadron is seeking qualified sources capable of providing all services necessary to meet the requirements as given below to include, but not be limited to, the use of appropriate aircraft, support personnel, and pilots to act as the Red Air threat during Cope Thunder Exercises at either Eielson AFB or Elmendorf AFB, AK. INTRODUCTION: COPE THUNDER is the Pacific Air Forces (PACAF?s) premiere composite force exercise designed to provide the finest training possible ensuring participating fighter pilots and aircrew receive at least 10 sorties in a realistic simulated combat environment. There are currently two types of Cope Thunder Exercises. Cooperative Cope Thunder exercises are tailored for foreign participation. US only Cope Thunder exercises are mostly used for USAF Aerospace expeditionary Force (AEF) spin up. All Cope Thunder Exercises are flown in the world?s largest range, complete with over 29 surface air defense systems and fourth-generation ACMI (Yukon Mission Debriefing System). REQUIREMENTS: There is a potential requirement to provide Red Air threat presentations for Cope Thunder Exercise 04-1 and beyond. In order to accomplish this task, interested parties will provide dissimilar aircraft, proficient and experienced pilots, and the necessary support personnel and equipment to meet desired sortie rates. Interested parties need to provide aircraft capable of replicating former Soviet Union Red Air tactics. PACAF desires that the aircraft have the ability to replicate a Mig-29 and its ordnance. In addition, pilots must have experience with advanced Red Air tactics flown in and against large formations. Detail performance objectives are listed below: 1. Performance Objective: Deployment Requirements: The interested parties need to be capable of deploying and redeploying their aircraft and necessary support equipment to either Eielson AFB or Elmendorf AFB, AK. PACAF?s desired location is Eielson AFB. Performance Threshold: 100% of the time. 2. Performance Objective: Location: The contractor?s aircraft and pilots must be able to fly out of either Eielson AFB or Elmendorf AFB, AK to maximize attendance for briefings and debriefings. Performance Threshold: 100% of the time. 3. Performance Objective: Security Clearances: The interested parties will ensure all pilots and any necessary maintenance personnel have a US Government Secret Clearance. A DD Form 254 is pending. Performance Threshold: 100% of the time. 4. Performance Objective: Flying Support Requirements: The interested party must support the desired sortie rate for a three week Cope Thunder exercise. A typical three-week sortie count is highlighted below in Table 1. During the first week, contractors will deploy aircraft, obtain local area briefs, and accomplish familiarization flights for all pilots. During the exercise, the desired sortie rates are 8-10 aircraft flown twice a day. Total aircraft sortie rates may vary. Table 1 is provided for planning purposes only and highlights a typical stand-alone Red Air deployment consisting of a daily 8 turn 8. Actual sortie requirements may vary per exercise. PACAF may request a smaller contract Red Air force to augment existing Red Air Force provided by the Air Force. (Cope Thunder scenarios) e) Low-level flight qualified to 500? AGL (300? desired). f) Desire A/G experience?up to 4-ship low-level simulated surface bombing attacks (SAT)?might be used to augment CAS scenario. Performance Threshold: 100% of the time. 6) Performance Objective: Aircraft Capabilities: The interested party needs to provide all weather, day and night mission capable aircraft. PACAF desires aircraft that are capable of replicating fourth generation radar equipped fighter aircraft?such as a Mig-29 or SU-27. Aircraft Capabilities: a) All weather, day and night missions capable fighter aircraft b) Dual radio UHF/VHF or UHF/UHF communications c) Carriage and employment of Self-protection jamming pod d) Carriage and employment of P-4BE ACMI pods e) Sustained flight above 35,000 feet MSL f) Aircraft capable of a minimum of 6.0 G instantaneous turn capability at 15,000? MSL (with tanks if needed for endurance) g) Aircraft capable of a minimum of 4.0 G sustained turn capability at 15,000? MSL (with tanks if needed for endurance) h) Capable of dispensing of Chaff and Flares i) Aircraft fuel capacity must include the ability to fly to and from exercise area located 100 NM from home base. Also, aircraft must be capable of staying in exercise area for at least 45 minutes at speeds greater than 350 knots (20,000? MSL average altitude) Desired Aircraft Capabilities (Not Required) j) Air-refueling (probe or drogue) capability. Note: Must include pilots who maintain air-refueling currencies. k) Capable of carrying and employment of an ALL-ASPECT IR missile (AIM-9L/M can be used for AA-11 simulation) l) Capable of simulated employment of an AA-10A m) Radar Warning Receiver capable of Medium PRF detection in 9-10 GHZ ranges. n) Ability to simulate A/A gunnery o) Air-to-Air TACAN range. p) Capable of level sustained supersonic flight q) RWR capable of high PRF detection in 9-10 GHz r) Night Vision Goggle capability desired s) Have Quick capability desired Desired Recording Capabilities (Not Required): HUD recording (8mm preferred) - Missile seeker head lock, DLZ, and timer displayed and recorded in HUD - Radar lock ranges to the 0.1NM scale and target locator lines or ?box?. - Desired Target Altitude, Closure and Aspect data. - AA-10A & C simulated Dynamic Launch Zones (DLZ) - Note: AA-10A can be simulated with an AIM-7 and AA-10C can be simulated with an AMRAAM. - Shot timeout clock that has timeout equal to T=0 and has increments of 1?. - Displayed either local or Zulu clock to the nearest 1?. - Desire ability to record radar information as well. Desired Radar Capabilities (Not Required): (a) Minimum ?30? sweep and 5? elevation coverage (multiple scan bars OK) (b) Display of at least 8 search targets and radar lock (tracking) of at least one (c) Tracking information of range, closure (and/or target airspeed), aspect, and altitude (d) Head and tail aspect lookdown (clutter) environment required (e) CW illumination for radar missile shots desired Minimum Radar Lock Capabilities: Detect, lock and track a 1 meter squared closing target greater than 15 NM ?30? 2-bar scan 1000 kts Vc at 20,000? co-altitude (Pdcum = 85%) Pdcum = Cumulative Probability of Detection Detect, lock and track a 5 meter squared closing target greater than 22 NM ?30? 2-bar scan 1000 kts Vc at 20,000? co-altitude (Pdcum = 85%) Detect, lock, and track a 10 meter squared closing target greater than 27 NM ?30? 2-bar scan 1000 kts Vc at 20,000? co-altitude (Pdcum = 85%) Performance Threshold: A/A Radar that can replicate MiG-29 employing AA-10A and AA-11 air-to-air ordnance. Desired Su-27 employing AA-10C. 7) Performance Objective: Pilot Capabilities: The interested party needs to provide pilots capable of flying the following dissimilar missions: a) Able to meet and fly all training rules (Air and Ground) spelled out in USAF AFI 11-214 (b) Dissimilar ACBT Qualified (unlimited maneuvering) b) Thorough understanding of all replications associated with the MiG-29 and its ordnance c) Versed in current USAF 3-1 communications and brevity terms d) Former USN or USAF fighter pilots desired. Previous Experience in either F-14, F-15, F-16, or F/A-18 desired. e) Top Gun and Weapons School graduates highly desired f) Pilots capable of 12-hour days! All flyers required for briefings and debriefings as designated by Cope Thunder staff for each exercise. g) Previously Night Vision Goggle qualified desired Performance Threshold: 100% of the time. Again, this synopsis neither constitutes a Request for Proposal (RFP), nor does it restrict the Government to an ultimate acquisition approach. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses are due no later than 26 May 2003 from capable interested parties.
