- Description
- The Clinical Center at the National Institutes of Health in Bethesda, Maryland is a world-renowned biomedical research institution and hospital with approximately 250 patient beds, testing, imaging and diagnostic labs as well as a large number of administrative offices and laboratories used by NIH and visiting scientists and researchers. A new Clinical Research Center is planned for opening in approximately the spring of 2004. The Clinical Center is seeking a minimum of 1 or possibly 2 contractors to furnish for the hospital on a cost effective and efficient basis, the following categories of medical/hospital supplies: various types of dressings, alcohol prep pads and swab sticks and plastic disposables (for use with patients) such as urinals, bedpans, water pitchers, emesis basins, etc. The anticipated period of performance for the contract(s) is a base twelve month period, plus four twelve month option periods for a total not to exceed of sixty months. This is a sources sought announcement and not a pre-solicitation notification. There is no solicitation available. The Government is interested in identifying small business manufacturers of the categories of items noted above. According to FAR 19.102(f)(1)(2), a manufacturer is defined as ?The manufacturer of the end item being acquired is the concern which with its own forces, transforms inorganic or organic substances including raw materials and/or miscellaneous parts or components into such end items. A concern which purchases items and packages them into a kit is considered to be a non-manufacturer small business. ? Responses may be sent to Mrs. Ann Argaman at the address noted above. Interested vendors shall send within 15 days from the date of this announcement a detailed statement of their capabilities to provide the required items in a timely and effective manner, including detailed company experience in providing these kinds of supplies to other large hospitals, Government agencies and facilities as well as to large, private sector customers, what is your standard commercial practice for handling product problems such as defective goods. whether your firm is a large or small business and whether or not you are a manufacturer as described above. The response must also include 3-5 references with names of the organizations, locations, names and telephone numbers of specific individuals that may be contacted for past performance references on the quality/timeliness of vendor performance. THIS IS NOT A REQUEST FOR QUOTATION AND VENDORS WILL NOT BE ENTITLED TO ANY COSTS FOR THE PREPARATION OF THE STATEMENT OF CAPABILITY OR ANY OTHER INFORMATION GATHERING. NEEDED TO RESPOND TO THIS SYNOPSIS. THE GOVERNMENT REQUESTS THIS INFORMATION IN ORDER TO ASSIST IN THE DETERMINATION AS TO WHETHER OR NOT TO PROCEED TO ISSUE A FORMAL PROCUREMENT. THE GOVERNMENT RESERVES THE RIGHT TO DETERMINE WHETHER OR NOT TO ISSUE A FORMAL PROCUREMENT. IF THE GOVERNMENT DECIDES TO PROCEED WITH THIS PROCUREMENT, THIS REQUIREMENT WILL BE PROCURED UNDER REVERSE AUCTION ARRANGEMENTS. The following is a summary of all the information that must be provided by each vendor. THE GOVERNMENT WILL NOT REVIEW ANY PACKAGE THAT DOES NOT CONTAIN ALL OF THE FOLLOWING INFORMATION: 1. Detailed capability statement describing your company?s experience in providing the types of medical supplies as listed above to other large hospitals and institutions. Include in this description an explanation as to how delivery problems are handled-i.e. late deliveries whether or not you can handle requests for expedited deliveries, what is your standard commercial practice for handling product problems such as defective goods. . 2. A list of 3-5 references, including names of organizations to whom you have provided these supplies in the past, contact names, telephone numbers, approximate dollar value of the purchase orders or contracts and period of performance for the contract/order. 3. A statement as to whether or not your company is a dealer, distributor or manufacturer of the medical supplies being sought by the Government. According to FAR 19.102(f)(1)(2), a manufacturer is defined as ?The manufacturer of the end item being acquired is the concern which with its own forces, transforms inorganic or organic substances including raw materials and/or miscellaneous parts or components into such end item. ? A concern which purchases items and packages them into a kit is considered to be a non-manufacturer small business. And can qualify as such for a given acquisition if it meets the size qualification of a small non-manufacturer for the acquisition and if more than 50 percent of the total value of the kit and its contents is accounted for by items manufactured by small business.? 4.A statement as to whether or not your firm is a large or small business. The applicable North American Industrial Classification Code (NAICS) for this procurement is 325992 and the size standard is 500 employees.
