Description
The Naval Surface Warfare Center, Dahlgren Division (NSWCDD) has a requirement for onsite software engineering and technical support for the Naval Network and Space Operations Command?s (NNSOC?s) Remote Earth Sensing Information Center (RESIC) located in Dahlgren, Virginia. RESIC exists to receive, process (exploit, adapt, tailor, enhance, catalog, display, etc.), and disseminate multi-source remote earth sensing image datasets for use by the Fleet and Marine Operating Forces in support of defense operations, exercises and training. The required support by skilled contractor personnel will be performed primarily onsite at the NNSOC RESIC using equipment and software resident at the RESIC. The contractor will (1) exploit sophisticated data and image products using advanced, state-of-the-art commercial hardware and software imaging tools for remote earth sensing, image processin g and definition, simulation, three-dimensional and geographic referencing, perspective views, etc., to meet defense objectives; (2) produce, reproduce and disseminate data and image products; (3) maintain the RESIC facility (hardware, software and consumable supplies); (4) develop, demonstrate and transition emerging spectral technologies and geospatial analysis products to Naval forces; and (5) provide program management support. Contractor personnel providing direct support of this requirement must possess a SECRET security clearance or higher and be skilled in the utilization of state-of-the-art hardware and software tools. The contractor is required to provide training to NNSOC RESIC personnel on advanced imagery exploitation. The requirement involves off-site management support at various military and technical industry meetings, conferences, workshops, and briefings. This requirement is issued using full and open competitive procedures and is anticipated to result in the issuance of a one-year cost plus fixed fee contract with four one-year options. This is a follow-on to NSWCDD Contract N00178-99-D-3003 with Autometric, Incorporated; 7700 Boston Boulevard; Springfield, VA 22153. A Best Value Source Selection process is being utilized and will be contained in NSWCDD Request For Proposal N00178-03-R-1002 to be issued on or before 30 May 2003. The solicitation will be posted in the FEDBIZOPPS and via the World Wide Web at htp://www.nswc.navy.mil/supply. All responsible sources may submit a proposal that will be considered.
