Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation No. TIRSE-03-Q-00030 is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-13. The Standard Industrial Code (SIC) is 7359; the applicable size standard is $5,000,000.00. This procurement is set-aside for small businesses. The Internal Revenue Service has a need for an operating lease for 60 months for a mail mobile system for the IRS Service Center located at 5333 Getwell Road Memphis, TN. The contractor shall provide a quote on the following four line items: (1) Three 4A mailmobiles with standard accessories, (2) Three mailmobile upgrade kits, (3) a trailmobile, and (4) a trailmobile hitch kit . The mailmobile is a self-propelled, automatically guided delivery vehicle, which covers a fixed messenger route and automatically stops at designated stations for pick up and drop off of mail. The mailmobile must have an invisible guidepath principle which allows for installation without any disruption or physical alteration to the facility. Services will be required for the period, May 2003 and continue through the term of the 60 month lease. An award will be made to the responsible offeror conforming to the solicitation and whose offer represents the best value and is most advantageous to the Government. The provision at FAR 52.212-1, Instructions to Offerors- Commercial Items, applies to this acquisition. Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications- Commercial Items, with its offer. Any quotes received without the representations and certifications will be considered non-responsive. FAR 52.212-4, Contract Terms and Conditions- Commercial Items, applies to this acquisition. The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders?Commercial Items also applies to this acquisition, and the following clauses are applicable: FAR 52.219-8, Utilization of Small Business Concerns; FAR 52.222-21, Prohibition of Segregated Facilities; FAR 52.222-26, Equal Opportunity; FAR 52.222-35, Affirmative Action for Disabled Veterans of the Vietnam Era; FAR 52.222-36. This solicitation incorporates one or more solicitation clauses/provisions by reference, with the same force and effect as if they were given in full text.
