Description
The Health Resources and Services Administration (HRSA) is conducting a Sources Sought/Market Survey to locate Small Businesses, HUBZone, and/or 8a firms under NAICS Code 541611, capable of providing services to develop Health Workforce Profiles of Border Counties. The effort will include development of a health professional database from secondary data, describing and analyzing the data, and preparing a final report. It will be necessary to define the border health workforce infrastructure, including safety-net facilities, while describing who and what constitutes the health workforce in the 50 border counties (including those in CA, TX, NM, AZ, and FL). In addition, the 239 counties covered by the Health Education Tracing Center (HETC) program should also be fully characterized. An understanding of the training and professional duties of major health professions (including physicians, non-physician providers, registered nurses, and dentists) is instrumental in thorough data assimilation and analysis. Calculation of factors influencing the supply of, and demand for, major health professions will be required to adequately characterize the border health workforce in the context of population characteristics and potential shortages of health professionals in the border and HETC counties. Information sent should be relevant and specific, addressing the following tasks: 1) Examine the border health workforce and relevant population characteristics by county; 2) Define the border health workforce infrastructure; 3) Define what constitutes the border health workforce: 4) Describe the Border/HETC county population characteristics; 5) Identify and describe the health status of the population within the Border/HETC counties, and 6) Prepare a final report that analyzes and describes the workforce issues and infrastructure surrounding the health workforce in the Border/HETC counties and creates a database with the study data. Interested organizations should submit their capability statements demonstrating their capability to perform this work. Understanding and experience in studying the health care workforce and how the workforce impacts the health status of the population is critical. Interested organizations must demonstrate and document, in any capability statements submitted, extensive experience with, and the ability to perform, the above tasks. Organizations should demonstrate capability to administer and coordinate interrelated tasks in an effective and timely manner. Documentation may include, but not be limited to, both Government and commercial contracts, providing references (with Names, telephone numbers, and email address) and any other information serving to document the organization's capability. The Government anticipates awarding a twelve-month contract. This is not a Request for Proposals and does not commit the Government to award a contract now or in the future.
