- Title: Cabin Air Quality instrument sensor suite development and implementation. PURPOSE OF ANNOUNCEMENT: In accordance with the Federal Aviation Administration Acquisition Management System (FAAAMS) paragraph 3.2.2.4, the purpose of this announcement is to inform industry of the FAA's decision to contract with a selected source via single source procedures. The FAA William J. Hughes Technical Center intends to enter into a single source contract with John Hopkins University Applied Physics Laboratory (JHU/APL) for the acquisition to provide services to support cabin air quality research and biological and chemical threat agents. The Laboratory possesses skills in technology evaluation and has experience in system design and integration. They have the domain experience, analytical and design facilities and staff to conduct the research. The research requires an experienced systems integrator with expertise in prototype packaging of commercial off the shelf equipment (COTS), successful installation of the package defined into a confined aircraft space, and a systematic assessment of the instrument suite's performance as well as gather data generated in a continuous monitoring mode. The Laboratory has provided information in the form of: data, power requirements, physical and chemical factors affecting air quality, a listing of the chemical contaminants which can be identified through use of the suggested four potential instrument sensor packages as well as the level of detection to meet the requirements stipulated in Recommendation 9 of the "Airliner Cabin Environment and the Health of Passengers and Crew" as prepared by the National Research Council and is therefore postured to move forward to implement a system integration package expeditiously. A competitive solicitation is not available for this procurement. If your firm does not agree with this single source determination, please provide evidence of your firm's capability and experience in providing the services outlined above and the FAA will evaluate the information accordingly.
