Description

The USDA Forest Service, Nevada Boundary and Title Management Zone within the Intermountain Region, is seeking Architect and Engineering (A/E) services for professional land surveying on an indefinite delivery/indefinite quantity basis. The Nevada Boundary and Title Management Zone consists of the Humboldt-Toiyabe National Forest in Nevada and California. Three (3) Firms will be selected for the Nevada zone in three geographic areas as follows: One (1) firm will be selected for Northeast Nevada, encompassing the Mountain City, Ruby Mountain, Santa Rosa and Ely Ranger Districts; One (1) Firm will be selected for Northwest Nevada, encompassing the Bridgeport and Carson (Nevada and California), Austin and Tonopah Ranger Districts; One (1) Firm will be selected for Southern Nevada, encompassing the Spring Mountain Recreation Area. The anticipated work for the land survey services will include the following: Indefinite quantity contract for cadastral surveys and engineering surveys which may consist of the following: GPS control surveys; site surveys; topographic surveys; section subdivision; rights of ways; monumentation of new and/or lost corners; retracement of H.E.S. surveys and mineral surveys; PLSS surveys marking and posting of National Forest Boundary; surveys marking and posting Wilderness Boundary; maintenance of previously marked boundary; Record of Survey plats and other drafting; Corner Perpetuation and Filing (CP&F) forms and corner search recordation forms. These services are to be provided on a firm-fixed price task order basis for each of the three (3) geographic areas: Northeast Nevada, Northwest Nevada, Southern Nevada. Firms should indicate which geographic area they are applying for and may apply for any or all areas if State licensing requirements are met. In evaluating proposals, the following criteria shall be applied: (1) professional qualifications necessary for satisfactory performance of required services; (2) specialized experience and technical competence in the type of work required; (3) capacity to accomplish work in the required time; (4) past performance on contracts with Government agencies and private industry in terms of cost control, quality of work and compliance with performance schedules; (5) Location in the general geographical area of the project and knowledge of the project locality. Each proposal will need to include a recent Record of Survey plat that demonstrates cadastral survey experience. Based upon the established criteria, an evaluation panel will select qualified firms for each of the three geographic areas. Individual site-specific contracts will then be negotiated with the firms selected for each geographic area. The cumulative amount of all delivery orders under each contract is estimated not to exceed $250,000 per contract year with a $10,000 minimum; and each delivery order is estimated not to exceed $125,000. The term of these contracts shall be one (1) year with four (4) additional one (1) year options. Interested firms are to submit one copy of Standard Form 254 and 255, and example plat to: USDA Forest Service, SW Idaho and Nevada Acquisition Office, 1249 South Vinnell Way, Suite 200, Boise, Idaho 83709, by June 9, 2003.
