Description
The National Heart, Lung, and Blood Institute (NHLBI) intends to negotiate on a noncompetitive basis with Fashion Accessories First Inc., 26 Lark Industrial Parkway, Greenville, Rhode Island 02828, to provide fifty-thousand (50,000) Red Dress pins for the Red Dress Project. The Red Dress Pin, as the symbol for women and heart disease awareness, serves as a red alert for women reminding them of the heart truth message. This pin was designed exclusively for The Heart Truth by Angela Cummings, internationally renowned accessory designer. It features a delicate heart accent on red enamel, approximately 3/4" high, because this pin was exclusively design for the NHLBI, project the pin can only be manufactured and sold by this vendor. Therefore, a competitive acquisition would not lead to an award to any other source. This acquisition is being conducted under simplified acquisition procedures and is exempt from the requirement of Federal Acquisition Regulations (FAR) Part 6, Competition Requirements. The North American Industry Classification System (NAICS) applicable to this requirement is 541490. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this requirement. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurement. Responses to this announcement, referencing synopsis number NHLBI-PS-2003-074, may be submitted by mail to the National Heart, Lung, and Blood Institute, Contracts Operations Branch, Procurement Section, 6701 Rockledge Drive, Rockledge Building 2, Suite 6042, Bethesda, Maryland 20892-7902, Attention: Deborah Coulter. All responsible sources may submit a proposal, which if timely received, shall be considered by the agency.
