- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is 601813B311 and is issued as an Invitation for Bid (IFB). This solicitation document and incorporated provisions and clauses are those in effect though Federal Acquisition Circular 2001-13, dated 03/18/2003. This solicitation is a total set-aside for small business concerns. The North American Standard Industrial Classification System (NAICS) code is 423320 and the small business size standard is 500 employees. The line item required is to furnish and deliver, F.O.B. Destination, to the Quivira National Wildlife Refuge, Stafford, Kansas, approximately 11,740 English tons of crushed road rock.. Approximately 90% of rock is to be delivered, dump spread in windrow on center of refuge service roads, with the Government performing all final spreading and grade work. The remainder of the crushed road rock, approximately 10%, shall be stockpiled at location(s) to be determined by the Government for minor repairs as needed. Industry Standard Specification for the crushed road rock shall meet or exceed that of Kansas State Department of Transportation specification A.b.3. Delivery to be made between July 1, 2003 and complete no later than August 30, 2003. Time for delivery shall be coordinated with Refuge personnel. Weight Tickets: Provide weight ticket to the on-site Government representative with each load of road rock delivered. Weight tickets shall include, at a minimum, the date, truck number, gross weight, tare weight, net weight, net weight, time of weighing and signature of certified weigh master. Measurement for Payments: Road rock delivered shall be weighed on platform scales furnished at the Contractor's expense, provided that weight tickets prepared by certified public weight master's station at public scales or certified weigh masters stationed at the Contractor's scales will be accepted. Scales furnished by the Contractor shall be subject to approval by the Government and shall be tested and sealed by a State Certified Scale testing agency, at the Contractor's expense, as often as the Contracting Officer deems necessary to ensure accuracy. The following FAR provisions and clauses are applicable to this solicitation: 52.212-1, Instructions to Offerors-Commercial Items; 52.212-2, Evaluation-Commercial Items, factors to be evaluated are (1) past performance and (2) price; 52.212-3, Offeror Representations and Certifications-Commercial Items;52.212-4, Contract Terms and Conditions- Commercial Items; and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders- Commercial Items, which includes clauses 52.203-6, 52.219-8, 52.219-14, 52.222-21, 52.223-9, 52.225-1 and 52.232-33; 52.211-16, Variation in Quantity, fifteen (15%) percent increase or decrease and applies to the total contract quantity; and 52.211-17 Delivery of Excess Quantities.
