Description
NA The US Army RDECOM, Night Vision & Electronic Sensors Directorate (NVESD) is conducting an industry survey for TASS-TMD, which is to evaluate and demonstrate the technical maturity of ground-based ATR for Army scout applications in order to satisfy FCS Inc rement 1 decisions. TASS-TMD will utilize a mobile sensor suite to include gimbal-scanned LWIR (SADA II), range-gated SWIR, and MTI radar. Multiple sensor data collection opportunities are anticipated in FY04-05 with real-time demonstrations in mid-FY06. Sources would be expected to tune their existing single-color LWIR algorithm for ground-based target acquisition and integrate range-gated SWIR for a long-range ID capability. Sources may incorporate information from other sensors or data as appropriate, e .g. MTI radar, LRF, DTED, etc. Sources would participate in Government blind-testing on data throughout the program, and participate in multiple real-time demonstrations, preferably with their own processing hardware, during the final year. Those sources who have an established ATR capability, including the ability to process digital infrared imagery, automatically detect vehicles and other targets in a variety of clutter backgrounds, and have a maturing method for target recognition/ID are e ncouraged to submit a white paper (5 pages or less) on their capability and experience. All proprietary information should be marked as such. Sources without a recent history in ATR with NVESD may be able to participate in a self evaluation with NVESD data . Note that this will not be an ATR algorithm or processor development program, but rather an ATR evaluation and demonstration with the opportunity for phases of test/fix/test prior to demonstration. Evaluation of the white papers received from sources will be based primarily on the maturity of their ATR capability, past performance, and relevance of their ATR to FCS. This request for information (RFI)/sources sought (SS) notice is for information and planning purposes only, and shall not be construed as a solicitation or as an obligation on the part of the US Army RDECOM. The purpose of this RFI/SS is to identify poten tial sources that may be interested in and capable of performing the work described herein. US Army RDECOM does not intend to award a contract on the basis of responses nor otherwise pay for the preparation of any information submitted or for NVESD's use o f such information. Acknowledgment of receipt of responses will not be made, nor will respondents be notified of NVESD's evaluation of the information received. SUBMISSION: Responses to this RFI should be submitted no later 4:00 pm EDT on 20 JUNE 2003.
