- Description
- This is a SOURCES SOUGHT NOTICE to determine the availability of potential sources to privatize the natural gas distribution and wastewater collection systems at Dover Air Force Base, Delaware. Dover Air Force Base is an active military installation located adjacent to Dover, Delaware. The base is located on 21,802 acres of Air Force owned land. It has approximately 229 nonresidential buildings totaling 3.6 million square feet and approximately 850 military family housing units. Natural Gas System: Natural gas is supplied to Dover AFB by Chesapeake Utilities Corp via steel pipelines routed through the base. Several taps from these pipelines feed meter/regulating stations. Air Force owned HDPE distribution piping supplies the Base from the meter/regulating stations. Pressure in the steel pipeline is approximately 40 psig. Pressure in the HDPE piping is approximately 5 psig. The natural gas distribution system consists of approximately 25,000 linear feet of distribution piping. Sanitary Wastewater System: Wastewater treatment is provided by Kent County, Delaware. Wastewater collection mains total approximately 49,214 linear feet. Piping materials include vitrified clay, cast iron, ductile iron, polyvinyl chloride, asbestos cement, and concrete. The wastewater system also includes approximately 241 manholes and 14 sewage lift stations. Wastewater flows average approximately 0.85 million gallons per day. The Contractor(s) shall furnish all facilities, labor, materials, tools, and equipment necessary to own, maintain and operate the utility system(s) in a safe and reliable condition. The Contractor(s) shall manage the maintenance, repairs, replacement, etc., of the system(s) to ensure continuous, adequate, and dependable service for each Government or tenant connection within the service area. Real property interests will be conveyed in the form of a Right of Way as an attachment to the RFP. The utility system(s) will be conveyed via a Bill of Sale upon award of the contract. At this time, no solicitation exists. Therefore, DO NOT REQUEST A COPY OF THE SOLICITATION. HOWEVER, BE ADVISED THAT SOLICITATION ISSUANCE IS ANTICIPATED ON OR ABOUT OCT 27, 2003. Vendors having the skills and capabilities necessary to perform the stated requirement are invited to provide information to contribute to this market survey/sources sought including, commercial market information and company information via e-mail or facsimile (703-767-2382) to Mily Le, no later than June 13, 2003. Responses should include the following information: company name, address, point of contact, phone number and e-mail address; business size and disadvantaged, 8(a) or HUBZone status; corporate affiliations; potential joint venture partners, teaming partners, and or major subcontractor or (prime).
