- SOW (STATEMENT OF WORK) TOWER RESCUE III TRAINING COURSE 1. SCOPE OF WORK: High wire rescue and safe work practices. Course Length will consist of 3 days. The first day will be 8 hours of lecture. The lecture will include topics on: Reference anchor points, tower types, knot tying, Harness Hang Syndrome, system types, equipment needs and uses, Hazards, Emergency Medical Services (EMS), table top exercise, written test, equipment care and records and review of customers current policy and procedures for rescue on towers. The second day will include: A climbing and rappel station, tower talk, equipment evaluation, rescue scenarios. The final day will include all day of rescue scenarios. Both the 2nd and 3rd day will last approximately 8 hours. Students will be provided with the power point student workbook. Vendor shall report to MSgt Matt Miller at 0800 hours on the 1st day of the designated show time; Bldg 2774 Kapaun AS GE, DSN 489-6838. 1.1. SERVICES NON-PERSONAL: Contractor shall provide all shipping and delivery from point of origin to final destination, delivery and setup of training equipment, transportation and lodging for two course instructors. The contractor shall provide all parts, tools, labor, materials, equipment, transportation, and personnel necessary to provide On Site Tower Rescue III Training Course and individual training certificates for each student. Certificate will list area trained and certified on and number of hours trained. 1.2. Describe accurately the essential and technical requirements for the needed services: Training is used for 30 man team to utilize repelling to perform maintenance action at 63 Global information Grid antenna sites throughout Europe. 1.3. All services shall be accomplished in accordance with the best commercial practices. American National Standards Institute (ANSI) approved equipment and Occupational Safety Hazard Association(OSHA) approved practices 1.4. Services as required shall be performed only by qualified personnel specially trained for the services required. 1.5. Location of Performance: Kapaun AS, Bldg 2774 and Ramstein AB, Bldg 500 tower, Germany 2. DEFINE ANY AND ALL SPECIAL REQUIREMENTS/LAWS PECULIAR TO THE PERFORMANCE OF THE SERVICE. 2.1. Government's Responsibilities: Provide classroom environment for all trainees and instructor and reserve the tower at Bldg 500 as needed for training 2.1.1. List all tasks, services, or materials the government will provide. None, other than what is listed in 2.1. 3. HOURS OF OPERATION 3.1.1. Normal Hours: Two 3 day classes with 8-10 hours of instruction with 10 students each and two instructors. One 3-day class with 8-10 hours of instruction with 11 students and two instructors. 3.1.1. Normal hours of operation are from 0900 through 1800 Monday through Friday except on recognized "HOST COUNTRY HOLIDAYS". Also request instructors to provide 3 days of review of units repelling training plan and one on one training with units two designated trainers 3.1.2. Performance time: 22 June 2003 thru 02 July 2003. NOTE: The SOW must be in English.
