Description
The National Oceanic and Atmospheric Administration (NOAA), Environmental Technology Laboratory (ETL) has a requirement for an aircraft capable of supporting the NOAA Fish Lidar surveys during July, 2003. Specific requirements are: 1. Provide aircraft for day and night surveys off the coast of Oregon and Washington from a base on the Oregon coast. The Astoria airport (AST) is suggested as a base of operations, but other airports on the Oregon or Washington coast would be acceptable. Aircraft requirements are: a. Twin engines and b. IFR instrumentation. 2. Modify aircraft to allow operation of the NOAA Fish Lidar. The fish lidar requires: a. A down-looking open (no window) hole in the cabin measuring at least 12 inches in diameter or 12 inches square; b. 1500 W of electrical power; c. A clear space at least 40 inches high above the hole, room beside this space for a standard 19-inch electronics rack 40 inches tall, and a seat facing the electronics rack for the NOAA operator; d. Payload capacity of 400 pounds in addition to the operator; e. An exterior Global Positioning System (GPS) antenna or place to mount NOAA's antenna. 3. Provide 25 hours of flight operations, including both day and night flights over a period between July 9 and 24. The 25 hours does not include any ferry time required to get the plane from its home base to the base of operations and back. The contract shall include all fuel and pilot expenses. This procurement is being conducted per FAR Part 13, Simplified Acquisition Procedures (Not to Exceed $100,000). Any questions must be submitted in writing to the contracting officer. It is not the intent of the Government to issue a separate solicitation for this requirement. Interested sources proposing to supply this service must submit a written qualification statement by fax, clearly establishing capability to meet the above requirements.
