Description
This is a sources sought synopsis for Market Research purposes only and is not to be construed as a commitment by the Government to issue a request for proposal or award a contract as a result of this request. Requests for a solicitation will not receive a response. The Joint Range Extension (JRE) Gateway provides beyond line-of-sight link 16 connectivity in standalone configurations in support of the Joint Interface Control Officers throughout Southwest Asia and North American Theaters of operations. The Electronic Systems Center (ESC) Tactical Data Links System Program Office (TDL SPO) would like to sustain and exploit JRE Gateway developments to date and those planned for the future. Specifically, the TDL SPO is seeking sources to provide management, modifications and retrofits, and integration services for JRE Gateways and software to the government. For planning purposes anticipate a minimum of 20 gateways and a maximum of 150. The Government's objective is to acquire (a) JRE Gateway sustainment support to include help desk, spares, and subject matter experts (for field support). Plan on sustaining systems in the following theaters of operations at a minimum: CONUS (both operational units and a laboratories), EUCOM, SWA, PACOM, (b) technology refresh on a three year cycle (c) JRE Gateway training and training systems, (d) software maintenance and configuration management. In order to sustain and further develop the JRE Gateway a prospective contractor must have proven knowledge and experience in the following areas (a) JRE Gateway's hardware and software (b) Object oriented coding - C++ and JAVA, (c) UNIX and Windows operating systems, (d) MIL-STD 3011, (e) MCE JTIDS and Army Class 2M JTIDS terminals, (f) Modular Control Element JTIDS Interface Box, (g)UHF, SHF, SIPRNeT, Serial long-haul media, (h)KIV-7, KG-84s, STU/STEs, and other cryptological devices. The prospective contractor shall have access to the SIPRNet for supporting fielded JRE Gateways and have a cryptological account with personnel allowing them to store and operate cryptological equipment. The response will include a Rough Order of Magnitude (ROM) of the requirements. The government intends to utilize a spiral development schedule to incrementally enhance the functionality of the JRE Gateway. The anticipated period of performance will be three year period of performance with two (2) one year options. Responses are due within thirty (30) days of the publication of this notice.
