- NASA/GSFC plans to issue a Request for Quotation (RFQ) for the following: CO2 Optical Parametric Amplifier Development Pump Laser; spare laser components, chiller, power, control electronics, and all hardware associated with a working pump laser; Full characteriation data set for the pump laser and single pass OPA gain measurements. Specifications for the pump are: (1) Repetition rate: 8-10 kHz; energy per pulse: 0.5-.625 mj/p average power >=5 watts; shot-to-shot stability +/- 5%; pulse duration (full width at half maximum) (ns) 0.5-2 ns; typical spectral width (cm-1) slm transform limited; beam diameter (mm) <0.5 mm; divergence (mrad) M**2<1.3; Beam pointing stability (mrad) <100 micro-radians/beam ellipticity <1.1; Head volume <50 in**3; Electronics and cooling must be provided. Complete specifications will be issued with the RFQ package. Award will be made on the basis of price and other factors, i.e. technical quality, past performance, and price to determine best value to the Government. Best value evaluation crtieria: Technical Quality - the quality of the product will be evaluated by considering the technical proposal's compliance with solicitation and pump laser specification requirements, the technical excellence of the propsed design, the proposed testing, and the proposed deliverable pump laser, the management capability of the proposed contractor staff assigned to design, test and built the pump laser, and the personnel qualifications of that proposed contractor staff. Past Performance - past performance information provided by the bidder or otherwise available to the Government will be evaluated for its relevance to designing, testing, and building pump lasers as an indicator of the bidder's ability to perform the contract successfully. The currency and relevance of the information, source of information, context of the data, and general trends in contractor's performance will be considered. Cost/Price - the price evaluation will consider the price reasonableness of the proposed price to perform the contract and will verify that the overall price offered is fair and reasonable. The anticipated release date of RFQ 916-25358-GAG is on or about May 28, 2003, with an anticipated bid due date of on or about June 20, 2003. All responsible sources may submit a bid which shall be considered by the agency. An ombudsman has been appointed. See NASA Specific Note "B".
