Description
NASA/JSC is hereby soliciting information about potential sources for BLACKBERRY DEVICES THAT SUPPORT WIRELESS TELEPHONE SERVICE AND INTERNATIONAL SERVICE AND INTERNATIONAL CELL PHONES No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released it will be synopsized in FedBizOpps and on the NASA Acquisition Internet Service. It is the potential offeror?s responsibility to monitor these sites for the release of any solicitation or synopsis. The following information is for the vendors consideration as to the needs of NASA in regard to this RFI. 1. Purpose Provide Blackberry devices that support wireless telephone service and international service and also international cell phones, for use by personnel of NASA, Johnson Space Center (JSC), Houston, Texas. 2. Scope The Contractor shall provide service to all cellular enabled and international Blackberries owned by JSC, as well as international telephones acquired by JSC. 3. Requirements The Contractor shall provide basic service connection, airtime, long distance service for all JSC-owned wireless telephone enabled and International Blackberries, and instrument maintenance service for those instruments under manufacturer?s warranty. All international Blackberries must be wireless telephone enabled, but not all wireless phone enabled Blackberries must have international service. The Contractor shall include in its price proposal all costs of providing all services to meet the requirements of this contract. The Contractor shall provide a single point of contact including after-hours support that shall interface with JSC to answer questions and resolve installation, warranty and maintenance issues. 3.1 Connectivity and Service Area The Contractor shall provide a home service area of the greater Houston metropolitan area to include 281, 713, 832, 936, 409, and parts of 979 area codes. The Contractor shall provide monthly usage/connectivity service for a minimum of 0 and a maximum of 250 devices. In addition, the Contractor shall include a range of rate plans based on no roaming charges in the United States similar to that offered on a commercial basis. The service for wireless phone enabled Blackberries shall include nationwide roaming capabilities, allowing the user to have the ability to call outside the home service area throughout North America, Hawaii and Canada. At a minimum, the service shall include no roaming charges in Texas on all phones and any free minutes offered on each instrument. The Contractor shall provide international wireless service that works outside the United States, including but not limited to Russia (including Moscow, Star City, and St. Petersburg) and other major metropolitan areas in Europe, Japan, and South America. If the respondent?s service is not operable in a requested country, the respondent will be responsible for obtaining comparable service and equipment from another provider, and for ensuring devices can be available on short notice. 3.2 Enhanced Features The Contractor shall provide any other optional enhanced features that are commercially available (e.g., call forwarding, call waiting, etc.) on both wireless phone enabled and international Blackberries. The Contractor shall identify if there are separate charges for these enhanced features or if they are included in the rate plan. 3.3 Equipment and Accessories The Contractor shall provide Blackberries that run on GSM/GPRS networks. The Contractor shall provide Blackberries that have the following functions at a minimum: ? Built-in Alpha Numeric pager or text messaging for local or nationwide message ? Silent mode ? Electronic lock (programmable) ? Mute control ? Automatic redial ? LCD display ? Call return ? Caller ID ? Voice Mail 3.4 Miscellaneous Equipment Requirements The wireless phone enabled and international Blackberries shall require wireless accessory equipment. The designated wireless equipment shall be a currently available commercial product. The Contractor shall keep JSC informed of all new equipment and features. The Contractor shall provide technical and pricing information for the following types of miscellaneous or replacement equipment: ? Batteries ? Battery chargers (both travel and car chargers) ? Cradles ? Carrying cases ? Converters (e.g., convert portable & transportable wireless telephones to mobile use) 4. Portable Wireless Telephone Maintenance Service The Contractor shall provide device repair and maintenance. The Contractor shall be notified of unit(s) requiring maintenance, and shall pick up and provide replacement(s) for these units within eight (8) hours of notification. Central pick up and delivery points shall be at the JSC; specific buildings shall be identified by the COTR at the time service is requested. 4.1 Installation/Warranty/Maintenance Service The Contractor will be responsible for the following service: ? Activating any equipment that the Contractor normally activates for commercial customers, ? Providing manufacturer/Contractor documentation, ? Training JSC personnel on the use of the equipment/service, and ? Providing ?return to factory? warranty service for newly purchased wireless phone enabled and international Blackberries and/or wireless equipment 4.2 Warranty Service The Contractor shall provide warranty service to repair any supplied equipment that malfunctions within the warranty period. New wireless telephone enabled and international Blackberries shall have at least a 1-year warranty. The Contractor shall arrange to pick up malfunctioning equipment, make necessary repairs, and return the repaired equipment to JSC. 5. Billing Billing cycles shall be from the first through the end of the month and shall be paid in arrears, except for monthly access fees and feature costs which are charged a month in advance. Any unit?s provided/deleted during the month shall have the actual charges pro-rated. Local service and roaming charges (if applicable) shall be shown on individual telephone number?s detailed call accounting page. Detailed call billing shall be provided, to include, at a minimum: date, time, duration, telephone number, user name and call cost for each call received or placed. Summary call billing shall show total charges by phone number. Vendors having the capabilities necessary to meet or exceed the stated requirements are invited to submit appropriate documentation, literature, brochures, and references. Respondents will not be notified of the results of the evaluation. Respondents deemed fully qualified will be considered in any resultant solicitation for the requirement. The Government reserves the right to consider a small business or 8(a) set-aside based on responses hereto. All responses shall be submitted to Don Ward no later than June 6, 2003.
