Description
THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2001-13.*** The associated North American Industrial Classification System (NAICS) code for this procurement is 334516 with a small business size standard of 500 employees. However this requirement is unrestricted and all interested Contractors may submit a quote.******The National Institute of Standards and Technology (NIST) has a requirement for one (1) each, UV-Vis Spectrometer Instrument and Computer Software; and one (1) each, Fluorescence Spectrometer Instrument and Computer Software.******All interested offerors shall provide a quote for the following line items: Line Item 0001: The Contractor shall furnish one (1) each, UV-Vis Spectrometer Instrument and Computer with Software, and Line Item 0002: The Contractor shall furnish one (1) each Fluorescence Spectrometer Instrument and Computer with Software. The UV-Vis Spectrometer Instrument must have (1) Wavelength range at least 190 nm ? 1100 nm; (2) Must have a variable bandwidth: 0.5 nm, 1 nm, 2 nm, 4 nm (minimum); (3) Stray light must be <0.01 % T at 220 nm, 340 nm, and 370 nm; (4) Stray light must be <1.0 % T at 200 nm; (5) Must have wavelength accuracy of 0.1 nm; (6) Must have wavelength reproducibility of 0.05 nm; (7) Must have photometric accuracy of 0.001 A at 1 A using a NIST 930D filter; (8) Must have photometric accuracy of 0.005 A at 2 A using a NIST 1930D filter; (9) Must have photometric accuracy of 0.01 A using a potassium dichromate filter; (10) Must have photometric reproducibility <0.001 A; (11) Must have photometric stability <0.00015 A/h; (12) Must have photometric noise <0.00005 A (RMS); (13) Must have baseline flatness of 0.001 A; (14) Must have a maximum scan rate of at least 24 nm / min; (15) Must offer thermal and vibrational stability; (16) Must have double-beam optics; (17) Must have pre-aligned Deuterium and Tungsten light sources with automatic switch-over; (18) Must fit on a standard lab bench; (19) Must be compatible with accessories for automated, multi-sample analysis and temperature control. The UV-Vis Spectrometer Computer and Software must (1) Run under MS Windows TM 2000 or XP; (2) Calculate statistics and plot a variety of charts and graphs without exporting the data to another software package; (3) Be able to export raw data for integration into other databases. Line Item 0002: (1) Must have wavelength accuracy of 1.5 nm; (2) Must have wavelength reproducibility of 0.5 nm; (3) Must have excitation slits between 2.5 nm and 15 nm (at least); (4) Must have emission slits between 2.5 nm and 20 nm (at least); (5) Must have a maximum scan rate of at least 24 nm / min; (6) Must offer thermal and vibrational stability; (7) Must be capable of wavelength scans: at least 1 nm increments, at least 1500 nm / min; (8) Must be capable of time-dependent measurements; (9) Must fit on a standard lab bench; (10) Must be compatible with accessories for automated, multi-sample analysis and temperature control. The Fluorescence Spectrometer Computer and Software System must (1) Run under MS Windows TM 2000 or XP; (2) Calculate statistics and plot a variety of charts and graphs without exporting the data to another software package; (3) Be able to export raw data for integration into other databases.***The Contractor shall provide a list, including prices and discounts, of all available accessories for each instrument.***The Contractor shall state the warranty coverage provided for all line items.******Delivery shall be FOB DESTINATION and shall be completed no later than 90 days after receipt of order. ******The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. The contractor shall deliver all line items to NIST, Building 301, Shipping and Receiving, Gaithersburg, MD 20899-0001. ******Award shall be made to the offeror whose quote offers the best value to the Government, technical and price considered. The Government will evaluate information based on the following evaluation criteria: 1) Technical Capability factor "Meeting or Exceeding the Requirement," and 2) Price. Technical capability shall be more important than price. Because of heightened security, FED-EX, UPS, or similar delivery methods are the preferred method of delivery of proposals. Notice must include the company name, name of the individual making the delivery, and the country of citizenship of the individual.
