Description
The Social Security Act requires the Commissioner to enter into contracts with the states to secure death certificate data. Under these existing contracts, the States must submit this data to SSA within 90 ? 120 days of the month of the person?s death. This contract supports SSA?s requirement to receive death data more timely and accurately to administer its programs more effectively. The contractor shall provide consulting services for the implementation of electronic death registration. This EDR affects title II and title XVI beneficiaries and other Federal agencies? beneficiaries. EDR will enable SSA to realize significant administrative and program savings by terminating Social Security benefits more timely because of death. Other Federal benefit paying agencies will avoid incorrect payments by terminating their benefits more timely based on receipt of SSA?s death master file. SSA anticipates a sole source award to the National Association for Public Health Statistics and Information Systems (NAPHSIS). NAPHSIS is a national association of state vital records and public health statistics offices which is based in the Washington, DC area, and is a not for profit agency. This work is follow-on work which was provided by NAPHSIS under contract 0600-01-60106. The Contractor shall: Develop marketing materials to obtain participant buy-in; attend participant conferences to exhibit the EDR booth and provide oral presentations; Provide consultation/technical support to States awarded SSA monies; Continue updates and enhancements of NAPHSIS products. The Contractor shall, develop marketing materials to obtain buy-in from the EDR participants identified in the EDR Participant Outreach Plan developed under contract No. 0600-01-60106. Including: Submitting outlines of brochures focusing on each participant groups; Submitting final brochures; Expanding outlines developed in EDR phase II into substantive training packages for the major participant groups (e.g., funeral homes, hospitals); Submitting draft training package for each participant group; Submitting final training packages for each participant group; and post training packages in the ?members only? website and report on posting. The Contractor shall, attend conferences to exhibit the EDR booth and provide oral presentation. The work will include: Submitting a report of contact to each major participant organization (e.g., National Funeral Directors Association, National Association of Medical Examiners, etc.); Submitting an abstract to speak at identified conferences; Submitting a final agenda for each conference; deliver an attendance and degree of participation in monthly report. The Contractor is responsible for continued consultation/technical support to States awarded SSA monies. This will include: Submitting a report for contact of each jurisdiction awarded 2003 monies; Submitting a report for contact of each jurisdiction awarded SSA monies in 2001 and 2002; Submitting a report of each State visit and /or consultation in the monthly reports. The Contractor shall continue updates and enhancements of NAPHSIS published products. Which will include: Submitting draft of updated NAPHSIS EDR Standards and Guidelines after all business and functional requirements are identified; Submitting final of updated NAPHSIS EDR Standards and Guidelines after all business and functional requirements are identified; Publishing revised guidelines documented in the members? only web site; Drafting a Best/Practices Lessons learned document; Submitting final Best Practices/Lessons Learned document; Publishing best practices document in the ?members only? web site. The contractor shall provide monthly reports that include: Visits to participating groups/associations explaining EDR; Consulting provided to the individual States; Progress in the development, implementation and testing of the NYC EDRS; Educational sessions, Webinars, etc; States sharing best practices through the Listserv or articles in the NAPHSIS Journal; Any EDR meetings; Training provided to the States; Travel; Problems or issues requiring SSA input; Postings to the website, Listserv or e:room; Enhancements/modifications to the online verification software.
