Description
This is a Sources Sought Notice as well as a mechanism for obtaining feedback from the industry in regard to the general requirements as stated in this Notice . THIS IS NOT A SYNOPSIS FOR A REQUEST FOR PROPOSAL. It is a market research tool being used to determine potential sources prior to the issuance of a Request for Proposal. The Government is not obligated to and will not pay for any information received from potential sources as a result of this Sources Sought Notice. Interested sources should provide a capabilities package not longer than 10 pages demonstrating ability to perform the services listed below. Potential sources may submit resumes or personnel information plus information specific to their company including name, point of contact, size of business, and company profile. In addition, the potential source should include any pertinent information on contracts that have been performed by the company, similar in size and complexity to this effort, working knowledge of Debt Collection Information Act (DCIA), Federal Claims Collection Standards, Housing and Community Development Act of 1987 and Section 255 of the National Housing Act, Home Equity Conversion Mortgage system (HECM), and the Insurance Accounting Collection System (IACS). The Department of Housing and Urban Development (HUD), Office of the Chief Information Officer, Washington, DC, is seeking sources to support HUD's core Debt Collection and Asset Management System (DCAMS) and the Home Equity Conversion Mortgage (HECM) systems of which HUD does not own the source code. DCAMS and HECM are proprietary software owned by Affiliated Computer Services (ACS). The technical support services being sought requires a contractor to: 1) analyze client DCAMS and HECM applications, 2) troubleshoot and provide recommendations for improving and automating DCAMS and HECM processes and core routines, 3) perform operational support, 4) provide secondary cycle support, 5) develop design documents and customize DCAMS and HECM software to support user requirements, 6) provide DCAMS and HECM software maintenance support to existing ACS source code and develop formal software release with notes and documentation, 7) conduct unit and system testing for all custom DCAMS and HECM software releases for quality assurance, 8) integrate DCAMS and HECM baseline upgrades into the HUD environment and, 9) provide support for DCAMS and HECM off-line batch processing. The potential source must have specialized experience with HUD's DCAMS and HECM software, COBOL programming, VSAM, DB2 and client-server user interface. The contract type is anticipated to be a Firm-Fixed Price contract for five years. The period of performance consists of one base year plus four option years. It is the Government's intention to conduct this procurement in accordance with the Federal Acquisition Regulations (FAR) Subpart 8.4 - Federal Supply Schedules, utilizing GSA Information Technology (IT)-Schedule #70. The resultant contract will be awarded on a best value basis. At this time, a solicitation is not available.
