SOLICITATION NUMBER F34601-03-R-0354, OC-ALC/PKXDA TINKER AFB OK 73145-3015, For additional information contact Kelli Jones/LPKBB/[405] 734-8779. This requirement is for the repair/overhaul of # 1 – # 5 Carbon Seal Assembly. MATERIAL: Fabricated of AMS 56-13 Stainless Steel; SIZE/DIM: # 1: 6.020 X 1.430, # 2: P/N-4033283, 6.760 X 1.300 and P/N-4072839, 6.060 X 1.080, # 3: 8.740 X 1.355, # 4: 1.530 X 9.015, # 5: 7.050 X 1.670; FORM, FIT and FUNCTION: The carbon seals prevent oil leakage from the bearing compartments. The pressure of compressor bleed air surrounding bearing compartments is higher than pressure within the compartments that are being scavenged. This pressure allows bleed air to continually flow into the compartment between the carbon seal and seal seat, allowing bleed air to become breather air. The in-flow of air prevents oil from leaking out of the compartment. A spring applies force to the stationary carbon seal and presses it against the rotating seal seat to seal the bearing compartment. Oil passages in the seal seat cools the carbon seal during engine operation. The government contemplates awarding a firm fixed price requirements type contract for a three (3) year basic contract period with two one (1) year option periods. The line items are as follows: 0001, # 1 Carbon Seal, Input/Output: 2840-00-352-2148NZ, P/N 404031515(IC), 4031516, 4031517, 37 each per month, BEQ of 415 each per year; 0002, # 2 Carbon Seal, Input/Output: 2840-00-343-7692NZ, P/N 4033286(IC), 4033283, 4033284,10 each per month, BEQ of 65 each per year; 0003, # 2 Carbon Seal, Input/Output: 2840-01-282-4202NZ, P/N 4072837, 4072839, 31 each per month, BEQ of 317 each per year; 0004, # 3 Carbon Seal, Input/Output: 2840-00-343-7601NZ, P/N: 4012501, 4012468, 11 each per month, BEQ of 132 each per year; 0005, # 3 Carbon Seal, Input/Output: 2840-00-570-0752NZ, P/N 4036993, 4036994, 21 each per month, BEQ of 197 each per year; 0006, # 4 Carbon Seal, Input/Output: 2840-00-390-1162NZ, 2840-01-386-9284NZ, P/N 4035882, 4035883, 79 each per month, BEQ of 893 each per year; 0007, # 5 Carbon Seal, Input/Output: 2840-00-340-7343NZ, P/N 4018382(IC), 4014756, 4014757,35 each per month, BEQ of 315 each per year; The government’s required delivery schedule is the monthly quantity stated above for various carbon seals, to be delivered within 30 days after receipt of order and reparable asset, whichever is later, and continue at that rate until deliveries are completed. Items will be delivered to FB2039, Tinker AFB. The approximate solicitation issue date will be 19 MAY 03. The anticipated award date will be 1 AUG 03. Written procedure will be used for this solicitation. To: Pratt & Whitney (CAGE code: 52661), Praxair (CAGE code: 33870), TechSpace Aero (CAGE code: B1315). Award will be made only if the offeror, the product/service or the manufacturer meets qualification requirements at the time of award in accordance with FAR 52.209-1. Hardcopies of the solicitation will not be mailed out from this office. The solicitation will be available for download on the release date from www.fedbizops.gov. Additional information may be obtained from the Source Development Office, OC-ALC/BC, 3001 Staff Drive, Ste# 1AC85A, Tinker AFB OK 73145-3009. THE GOVERNMENT IS NOT REQUIRED TO DELAY CONTRACT AWARD TO REVIEW PENDING SOURCE APPROVAL REQUESTS (SARs). Therefore, offerors are encouraged to submit SARs as soon as possible. If the government has not completed review of a SAR when the contract is awarded, the SAR will be retained and the source will be reviewed for possible source approval for future awards. All responsible sources may submit a bid, proposal or quotation, which shall be considered by the agency. This solicitation will be made available to interested parties through electronic data interchange. It is suggested that small business firms or others interested in subcontracting opportunities in connection with the described procurement make contact with the firm(s) listed. Note: An Ombudsman has been appointed to hear concerns from offerors or potential Offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
