- Description
- This is a combined synopsis/solicitation for commercial items as prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. This publication serves as a notice of intent to conduct negotiations on a sole source basis with Wildlife Computers for various Satellite Transmitter Tags. The solicitation number is AB133F-03-RP-0085. The NAICS code for this acquisition is 334112 and the corresponding size standard is 1,000 employees. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular No. 2001-14. The National Marine Fisheries Service (NMFS) Southwest Fisheries Science Center requires the acquisition of Satellite Data Transmitters Tags that have the capability to be user programmable and satellite-linked. Specifically, the tags offered by Wildlife Computers have the ability to be satellite linked as well as temperature and depth information. Wildlife Computers also offers the option to house the transmitters in a custom mold designed to meet the specifications of the sea turtle study to be conducted by the Southwest Fisheries Science Center. To the best of the Government's knowledge, Wildlife Computers is the only company in the U.S. to manufacture satellite transmitter tags with all the salient features required by the Southwest Fisheries Science Center. Proposals shall be prepared in accordance with FAR 52.212-1, Instructions to Offerors- Commercial Items, and the offer shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items. FAR clause 52.212-4, Contract Terms and Conditions- Commercial Items, applies to this acquisition and there are no addenda to this provision. FAR 52.212-5, Contract terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items is applicable. Due to an eight week lead time, the tags they must be ordered by July 1, 2003 to ensure delivery before the required cruise dates in September, 2003. The proposal from Wildlife Computers must be received no later than 4:00 PM, Pacific Time, June 18, 2003. This is not a request for competitive proposals however any interested concern, which believes it can satisfy this requirement should contact the contract specialist to receive a copy of the required forms to be submitted back to the contracting office. All forms must be submitted no later than 4:00PM, Pacific Time, June 18, 2003. In addition, all interested parties must also send a qualifying statement to this office no later than the due date listed above.
