Description
Eglin AFB FL has the intention and meaning to replace two water well pumps at Field 1. The NAICS code for this requirement is 237110 and the size standard is $12 million. This acquisition is UNRESTRICTED. This is a performance price tradeoff acquisition and award will be based upon the best value to the Government in accordance with FAR 15.3. The Government reserves the right to award the contract to other than the lowest proposed price. All responsible sources may submit an offer that shall be considered by the agency. The job shall be bid with the cost of the entire project as one bid item. No alternative bid items exist for this project. Performance period is 180 calendar days. Estimated dollar range is between $100,000 and $250,000. The contractor shall furnish all services, materials, supplies, equipment, supervision, and labor as required in accordance with specifications and the above items. In general remove the existing pump, drop pipe and related electrical components and install new drop pipes, submersible pumps, electrical components and perform required tests and inspections. Work will include remove and dispose of the existing turbine pumps, drop pipes, miscellaneous piping, fittings, valves, appurtenances, electrical cabinets, controls, circuits, conduit and other electrical equipment. Install a new functional well pumping system that will maintain the level of the existing water tower through pressure control devices. New pumps, drop pipes, miscellaneous piping, meters, valves and a complete supporting electrical system will be supplied and installed. Install two new 6-inch multistage 30 HP pump supplied by the contractor. The new pumps will be installed on new 5? drop pipes to a depth of 300 feet. A well static level test line shall be installed consisting of a ?-inch nylon tube attached the full length of the well drop pipe to within 20 feet of the pump. Install new 6-inch piping from the new wellhead to the distribution pipe located above ground outside the well house as indicated on the drawings. Install an auto transformer motor starter and control system in the well house to drive the new submersible pump as indicated by the drawings and specification. Power conductors will be installed underground from power poles to the well houses as indicated. Install new pole mounted transformers to supply service to both well houses. Install new underground power service to each facility from the new transformers. Install new power poles where required by the drawings. This is a paperless acquisition. Paper copies of the solicitation will not be issued, but the request for proposal (RFP) will be available on the Federal government?s electronic posting system (www.eps.gov) on or about 11 July 2003. The estimated proposal due date is 11 August 2003. No response to this notice is necessary, and no source list will be maintained. Prospective contractors must be register in the DOD Central Contractor Registration (CCR) database prior to award of a government contract. Offeror are further advice that failure to register in the CCR database will render your firm ineligible for award. Registration requires applicants to have a DUN number. Recommended registering immediately in order to be eligible for timely award. Funds are not currently available for this project. No award will be made until funds are available to make payments under this contract. The Government reserves the right to cancel this solicitation, either before or after closing date, with no obligation to the offeror by the Government. See note 26.
