- NA DESIGN/BUILD Visiting Quarters, Kirtland Air Force Base, Bernalillo County, NM. This proposed procurement is Unrestricted, open to both large and small business concerns. NAICS 236220/ former SIC Code 1542, size standard $28,500,000.00. Estimated cost of c onstruction is between $5,000,000.00 and $10,000,000.00. Bonding will be required for this acquisition. This project is located at Kirtland Air Force Base, Bernalillo County, New Mexico. The offerors attention is directed to Section 00100 in the Solicitati on for information regarding the tour of the site. The approximate construction period is 435 calendar days. Plans will be issued on or about 26 June 2003, with proposals due on or about 31 July 2003. This solicitation will not be issued on paper. Design/Build, Visiting Quarters: The project consist of the design and construction of a 96 room Visiting Quarters with space for 14 administrative staff, staff support functions, guest laundry rooms, maintenance equipment storage rooms, vertical conveyanc e and outdoors areas. The project includes asphalt parking for 96 vehicles, fencing, landscaping, curb and gutter, sidewalks, bollards, and other miscellaneous sitework including grading, support utilities (water, electricity, gas, sanitary sewer, storm se wer, communications, data cable, conduits and coordination) and asphalt sidewalks. Five percent of the units, as well as all public spaces are required to be handicap accessible (barrier-Free) as defined by the Uniform Federal Accessibility Standards (UFAS ) and American with Disabilities Act Accessibility Guidelines (ADAAG). The project will not require phasing. The project will be advertised as a Request for Proposal. Competitive proposals will be evaluated based on the evaluation criteria set forth in the solicitation package. Evaluation by the Government will result in selection of a firm that represents the be st overall value to the Government. Proposed procurement will result in a fixed-price contract. Large business firms are required to submit a subcontracting plan. The subcontracting goals are 57.2% for small business, 8.9% for small disadvantaged business, 8.1% for women owned small business, 3.0% for HUBZone small businesses an d 3% for service disabled veteran owned small business. The subcontracting plan needs to be submitted at time of receipt for proposals.
