Contractors may view and/or download this solicitation and all amendments from t he internet after solicitation issuance. Paper copies of this solicitation will not be available. Description of work: This project consists of the construction of an access control plaza on the All American Expressway and a truck inspection plaza. The access control plaza will consist of widening All American Expressway inbound lanes from two to eight, a POV inspection canopy, an ID checkpoint canopy, an over-watch area with canopy, a guard house, 16 guard booths, raised concrete islands, guard booth pr otective barriers, a visitors control center, two random search areas with canopies, turn around lanes, crash beams, tire shredders and a new off loop ramp at Gruber Road. The truck inspection complex will include an inspection station, inspection canopy, hardstand, a bermed suspicious truck holding area and crash beams. Support facilities include site electrical utilities, civil utilities, mechanical utilities, site improvements and information systems. The project will be solicited and procured using a Low Price/Technically Acceptable (LPTA) Request for Proposal (RFP) in accordance with Federal Acquisition Regulation (FAR) Part 15.101-2, Lowest Price/Technically Acceptable source selection process. The contractor is required to submit a price and techn ical proposal. Each proposal shall contain the offeror's best technical proposal and best price. Award will be made to the technically acceptable lowest price offeror whose price is determined to be fair and reasonable without discussion of such offers. If any factor is rated a NO-GO, the offeror's proposal may not be acceptable. Pricing will not be scored. Prices submitted will be evaluated only after determination of those offerors submitting acceptable technical proposals based on the GO-NO GO technical evaluation. The technical proposal will be evaluated utilizing the factors set forth below. Proposals shall include sufficient detailed information to allow complete evaluation. Offerors are reminded that while the Government may elect to consider data obt ained from other sources, the burden of proof of acceptability rests with the offeror. The Government reserves the right to reject any and all offers. The evaluation factors are as follows: 1. Past Performance and 2. Corporate Relevant Specialized Experi ence. There are two options under consideration at this time. Estimated cost range of project is from $5,000,000.00 to $10,000,000.00. Network Analysis System will be required. This solicitation is issued on an unrestricted basis pursuant to the Business Opportunity Development Reform Act of 1988 (Public Law 100-656). This solicitation will be issued on or about June 23, 2003 only on the internet at https://ebs.sas.usace.army.mil/ Notification of amendments will be through use of the Internet. No medi a (CD-ROM, floppy disks, faxes, etc.) will be provided.
