- Description
- This is a combined synopsis/solicitation for commercial items, prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is NHLBI -PS-2003-084, and is issued as a Request for Quotation (RFQ). The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2001-14. The North American Industry Classification (NAICS) Code is 334516 and the Small Business Size Standard of 500 employees is applied to this requirement. There are no small business set-aside restrictions for this requirement. This acquisition is being conducted under simplified acquisition procedures. The National Heart, Lung, and Blood Institute intends to purchase a high resolution, high sensitivity, accurate mass measurement spectrometer for use in its Proteomics research efforts. The mass spectrometer is to be used for specialized biological or biomedical relevant problems associated with the Proteomics research efforts that is not amenable to solution with its regular array of ion traps and MALDI spectrometers. The Proteomics research effort requires the need for high resolution, e.g., distinguishing Q from K in peptides at higher mass, determining S from O2 in studies of oxidation processes, etc., high sensitivity in the analyses of proteins detected only in trace amounts with silver staining, and accurate mass measurement in terms of confirming peptides at higher masses where several options are found during database searching. It is essential that the Fourier Transform method be used in ion detection rather than ordinary multiples that measure an ion only once in an event. Tesla (7.0) active shielded magnet is required with the specifications for: resolution at m/z 1000, independents of a scan (cycle) time; resolution at m/z 1000 during a one (1) second cycle time; mass range achieved during a one (1) second cycle time; signal-to-noise ratios in the MS-only mode for a fixed quantity of angiotensin; dynamic range of acceptable signals; hardware and software efficiency (speed) in data acquisition and analysis; and ease of both hardware and software use. The provisions of FAR Clause 52.212-1, Instructions to Offerors-Commercial Items, applies to this acquisition. The provisions of FAR Clause 52.212-2, Evaluation - Commercial Items is applicable to this acquisition. The Evaluation procedure is based upon the specifications requested and descriptive literature. The award will be made to the lowest priced, technically acceptable quote meeting the Government?s requirements. The quoter must submit an itemized price list and sufficient documentation of the Offerors product to in order for the Government to determine compliance with its specifications. The Government intends to evaluate offers and award a contract without discussions with Offerors. Therefore, the initial offer should contain the Offeror?s best terms from a technical and price standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action and waive informalities and minor irregularities in offers received. The offeror must include a completed copy of the provision of FAR Clause 52.212-3, Offeror Representations and Certifications - Commercial Items with its offer. The provisions of FAR Clause 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. The addenda to the clause read as follows: The offeror must include in their quotation, the unit price, the list price, shipping & handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. The FAR Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items - Deviation for Simplified Acquisitions, applies to this acquisition. Interested vendors capable of furnishing the government with the items specified in this synopsis should submit their quotation to the below address. Quotations will be due fifteen (15) calendar days from the publication date of this synopsis or June 26, 2003. The quotation must reference ?Solicitation number? NHLBI-PS-2003-084. All responsible sources may submit a quotation, which if timely received, shall be considered by the agency.
