- SOURCES SOUGHT FOR DEPARMENT OF NAVY (DON) BRAC INFORMATION TRACKING SYSTEM (BITS) DASN (IA), PENTAGON. The Naval Sea Systems Command (NAVSEA) is looking for sources to design, develop and produce an information tracking system to conduct data collection and record management in support of the BRAC program effort at Deputy Assistant Secretary of the Navy (Infrastructure Analysis). A non-proprietary system is required that will be composed of three pieces: a "data call engine" capable of maintaining security and full auditing (traceability and transparency) while providing user friendliness, flexibility and reliability; a central document management repository for the deposit of electron files acquired both during the data call process and in the day to day operations of the BRAC office and a data query and extraction tool that is integrated with the data call and document manag ement repository. The system will be required to support approximately 100 users in the program office. These users will have privileged access to the system with the capability to create and disseminate data calls, run reports and export data files and control system administration and security. External web-based users may number 1,000 or more - these users will have the ability only to view and/or edit date call questionnaires and certify submission inputs. The web based system must be accessible from laptops and desktops worldwide using NMCI and non-NMCI hardware. This system must comply with SECTION 508 requirements. The information contained in the system will be unclassified but sensitive and mission critical. The system will be required to pre-populate data fields from the Navy's internet Navy Facilities Asset Data Store (iNFADS) system. The competition will be conducted on a best value basis with evaluation criteria based on the following order of importance: technical, schedule and cost. DASN (IA) envisions procuring a system in phases that will be developed in a build, test, fix approach. The successful offeror will provide a system that is flexible enough to adapt to hardware, software, and connectivity changes, and at the same time, be capable of responding to evolving user needs. The resulting contract will provide for system delivery and acceptance in phases. A system prototype and related documentation will be required to field the system for testing. The test phase will begin with system testing by the contractor of the prototype system and will include independent govern ment testing of the system at selected locations; DASN (IA), Navy and Marine Corps. The testing will be done in an incremental fashion tied to capabilities being developed by the contractor. The test results will be collected and incorporated into a final system for deployment with full documentation. Upon deployment of the system there will a provision for system enhancements/maintenance that will extend through the end of the first year of performance. Maintenance beyond the first performance year will be the subject of a separate contract. Upgrades to the integrated system are outside the scope of this effort and will be procured separately.
