Description
The Marine Corps Systems Command is seeking cafeteria services for the Marine Corps Systems Command's new Hospital Point facility located on Marine Corps Base Quantico, VA. A cafeteria is a food dispensing facility, which provides table or booth seating facilities, and a broad variety of prepared foods and beverages (including hot meals) primarily through the use of a serving line where the customer serves or selects for himself from displayed selections. Cafeteria service should provide, at a minimum: two meals a day (breakfast and lunch), five days a week, with occasional periods of extended service for a workforce population of approximately 1,200; made-to-order grill service along with nutritionally balanced entrees; salads bar etc.; assorted beverage service operational all day (e.g. coffee, tea, soft drinks, etc. 0630-1730); limited catering service for in-house conference; limited sundries (e.g. newspapers, gum, cigarettes, candy); housekeeping/sanitation and cashier services. The contractor shall provide all management, tools, equipment, and labor necessary to provide the cafeteria services in a (approximate) 2925 sq. foot area located in the basement of Building 2200 of Marine Corps Base, Quantico, VA. It is desired that the cafeteria shall be up and running NLT 15 September 2003. A Presolicitation Conference will be held on 27 June 2003 at the Marine Corps Systems Command, 2200 Lester Street Quantico, VA 22134, in the proposed cafeteria to discuss all aspects for the requirement. Persons interested in attending should submit an email to mcscpao@mcsc.usmc.mil (email subject line should read ?cafeteria?) later than 25 June 2003, which identifies the name, organization, address and phone number for each attendee, and designates a single point of contact for each organization. It is requested that each organization limit attendees to only three (3) persons, as space is limited. The briefing will be held between 8:00 AM and 11:00 PM, with registration beginning at 7:30 AM. Questions will be taken and the answer will be subsequently posted to the http://www.marcorsyscom.usmc.mil/ without identification of the originator. The Government does not intend to award a contract on the basis of information received or to otherwise pay for any information solicited. Following the briefing, interested parties shall be able to download all available information from the MARCORSYSCOM website. A draft Statement of Work (SOW) will be made available NLT 24 June 2003 the briefing. Industry will have an opportunity to review and comment on the draft cafeteria SOW and brief for 30 days, following the 27 June 2003 briefing. Data may be available for downloading prior to briefing, and once posted or updated, will remain available for downloading. The formal solicitation will be issued on or about 18 July 2003. All prospective offerors are advised that the Randolph-Sheppard Act (20 U.S. Code 107d-3[e]) applies to this proposed acquisition. In accordance with the rules of the Department of Education (34 CFR 395 ? Vending Facility Program for the Blind on Federal Property, Sec. 395.33) and the rules of the Department of Defense (32 CFR 260 ? Vending Facility Program for the Blind on Federal Property, Sec 260.3[g]), should a blind vendor?s proposal, as offered through the applicable State Licensing Agency, be within the competitive range established by the contracting officer, the contract will be awarded to the State Licensing Agency.
