- National Institutes of Health (NIH), National Cancer Institute NCI), Surveillance Research Program (SRB), Statistical Research and Applications Branch (SRAB), plans to procure on a sole source basis for services regarding the CISNET Knowledge Management and Model Profiling with Cornerstone Systems Northwest Inc., 415 10th Street, Lynden WA, 98264. The supplies and services herein are being procured under the simplified procedures authorized in FAR Part 13. The North American Industry Classification System code is 541519 and the business size standard is $21M. The primary purpose of this contract is to provide support and utilization examples for the centralized web-based collaborative application that has been established (known as the CISNET Collaborative Knowledge Base). In September of 2000, the National Cancer Institute funded consortium of simulation modeling groups began the important work of building simulation models to study the impact of cancer control interventions on population and future trends as well as optimal cancer control strategies. The Cancer Intervention and Surveillance Modeling Network (CISNET) is a diverse group involving members from over a dozen different organizations at multiple sites around the world. The contractor shall work with the CISNET member groups assisting them to maintain their model profiles and publish them to the collaborative knowledge base for sharing among all members. The current user-base includes seventeen CISNET member groups as well as a number of anticipated CISNET "affiliate" groups, which, while not funded, wish to be a part of the consortium. It is of critical importance that the CISNET modelers be given professional guidance in establishing their model profiles so that they are as comparable to one another as possible. Cornerstone Systems Northwest is the only source known to the NCI that can provide the services required to assist with the CISNET members. This is not a request for competitive quotation. However, if any interested party believes it can meet the above requirements they may submit a statement of capabilities. The contractor must also demonstrate knowledge and research experience in the field of simulation modeling and be able to assist Researchers in entering and improving their model profiles. Contractors with recently published papers in peer-reviewed journals on the subject of simulation modeling in health sciences, specifically cancer surveillance and control will be likely candidates. It will be important for the contractor to be able to train new CISNET members in the use of the Internet application and the model profiler specifically. The capability statement and any other furnished information must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can fully meet the requirements. Capability statements must be received in the contracting office by 1:00 PM, EDT (local Washington, D.C. time) on July 1, 2003.
