- Description
- This project is for pipeline replacement accomplished by mandatory pipe bursting, Type 1 construction, by Mandatory Excavate and Replace, Type 3 Construction, or by Type 4 repair. To remove and dispose of existing sewer pipe and any excess material from the excavation when Mandatory Excavate and Replace, Type 3, is shown. To install new HDPE sewer by pipe bursting when Mandatory Pipe Bursting Type 1 is shown. To provide bypass pumping to allow continuous sewer service to all facilities for either method, unless flow is sufficiently low to allow temporary storage flow management by containment in the pipeline or service line as work progresses. To provide all necessary pipe, surface repairs and landscape repairs. To provide all ancillary and incidental work required to complete the project including mobilization, coordination with the Contracting Officer, and all other items necessary to complete the project. This project consists of replacing approximately 12,000 LF of 8-inch, 10-inch, 12-inch, 15-inch, 18-inch and 24-inch sanitary sewer pipe. The base bid items include: CLIN 0001- All labor and materials to accomplish repair of sanitary and storm sewer systems. CLIN 0002- Rock Removal (est.) This will be a firm-fixed price construction contract with an approximate 180 -calendar day performance time. This solicitation, a request for proposal (RFP), will be issued on an unrestricted basis. The estimated dollar value of this project is between $500,000 and $1,000,000. The NAICS code for this acquisition is 237110 and the small business size standard is $28,500,000. The successful contractor will be selected by evaluation using performance / price trade off approach resulting in the best value for the Government. Past performance is significantly more important than price. The Government reserves the right to award a contract to other than the lowest proposed price. Offerors shall submit proposals that can be accepted solely on the basis of the initial offer as the Government may proceed with award of a contract without discussion. It is anticipated that the solicitation will be issued electronically on or about 7 July 2003 using the Government's Federal Business Opportunities (FedBizOpps) at http://www.fedbizopps.gov. Paper copies are not available. You must register on the subject site in order to receive notification of changes to the solicitation; however, you may still retrieve the changes without registering. Note: Any prospective contractor must be registered in the Central Contract Registration (CCR) (http://www.ccr.gov/) in order to be eligible for award.
