Description
NA This is a Request for Information (RFI) to solicit white papers in order to determine which U.S. firms have the capability to design and produce a Mobile Tactical High Energy Laser (MTHEL) weapon system prototype based upon Deuterium Fluoride (DF) chemical laser technology. Future procurement of this system will include system design, development, logistics, manufacturing, integration, demonstration, and test of the MTHEL weapon system as described below. Responses to this RFI will be used by the Governme nt to identify potential contractors who can demonstrate they have the required capabilities to build the said system. This RFI is for information and planning purposes only, does not constitute a formal Request for Proposal, and is not to be construed as a commitment by the Government to procure any items/services or to otherwise pay for the information solicited. System Description: The MTHEL weapon system will consist of a laser fire unit to support air defense missions; a tailored existing or emergin g battle management architecture that is capable of effectively controlling the fire unit; and a Fire Control Sensor. The MTHEL weapon system prototype, as described for this effort, is a subset of the MTHEL weapon system. The MTHEL weapon system prototy pe will consist of: (1) A mobile laser, firing unit that shall use DF chemical laser technology to produce required output power; other high-energy laser technology is not acceptable. (2) An interface to an existing Fire Control Sensor through a tailored B attle Management, Command, Control, Communications, Computers and Intelligence (BMC4I) system. The Government will provide this Fire Control Sensor. (3) A laser control system that interfaces with an existing or emerging BMC4I system and is capable of man aging up to six laser firing units. The architecture must accept cueing from multiple fire control sensors. The prototype laser control system shall be capable of identifying and prioritizing a complex set of air defense threats and maintaining positive control of laser firing units. The laser control system and BMC4I system must be exportable to Israel. White Paper: Contractors are requested to submit a white paper not to exceed 10 pages in length no later than 4:30 pm CDT on 18 July 2003. The white paper must present an overview of the initial concept for meeting the MTHEL system requirements as descri bed in this notice. The white papers should focus on the contractor's ability to fabricate the various subsystems required for an integrated MTHEL weapon system prototype. Areas of principal concern are the system engineering, DF chemical laser, pointer tracking, beam control optics, and BMC4I interface development capabilities. Additional system concerns are vibration control, power/cooling management, fuel management, transportability, and mobility. The white paper should also discuss the contractor's integration approach and methodology for developing an integrated prototype system by the FY07 timeframe. The white paper must provide descriptions of DF laser systems that the contractor has built in the 100 kw class and show that they have the capabili ty to produce multiple systems.
