Description
ACQUISITON OF HANDHELD MINE DETECTORS The Naval Surface Warfare Center, Dahlgren Division, Coastal Systems Station, Panama City, Florida (NSWCDDCSS), intends to award a sole-source firm-fixed price Simplified Acquisition for 18 each F1A4 Mine Detectors and 12 each F3 Mine Detectors from Minelab Electronics, Torrensville, Australia. The Mine Detectors will be provided to the U.S. Marine Corps Warfighting Laboratory for experimentation in land mine countermeasures tactics development. This acquisition is unsuitable for full and open competition for the following reasons. The U.S. Army recently evaluated the mine detectors manufactured by Minelab, Inc. against other similar products and found they have highly desirable performance and highly desirable physical / ergonomic characteristics as follows: (a) Capable of operating in the high-ferrous content soils with no loss of sen sitivity (b) A built in speaker that is active at all times and can be heard by the operator and the supervisor (c) A search pattern which is maximized by being cylindrical in shape for full ground coverage, not conical, as mines could easily be missed (d) Capable of detecting all types of mines, both metal and minimum metal, buried at the maximum operational depth, in all soil conditions (e) Control box and/or batteries mountable either on the detector shaft or on the operator?s belt or shoulder (f) Cable leading to the search head enclosed along the length of the shaft to prevent damage (g) No loss in sensitivity through the life of the batteries (h) No sensitivity or volume controls that would allow the operator to reduce the sensitivity of the detector and accidentally put himself in a dangerous situation (i) Capable of detecting a Type 72A AP mine at a depth of 15 cm ? 19 cm in typical lateritic soil condition (j) Capable of detecting a Type PMN-2 AP mine at a depth of 24 cm ? 27 cm (k) Differentiating between two metal targets that are 10 cm apart The detection capabilities (particularly in a soil with high mineral and metal content) of primary interest to the USMC are due to a unique technology developed by Minelab, Inc. This technology is known as Multi Period Sensing (MPS). MPS produces a series of wide and narrow pulses that are transmitted into the ground from the coil. After each pulse, a metal target will provide a response that will decay over time. Through electronic sampling of the decayed responses, it is possible to identify a soil response from a metal target response. Once identified, the mine detector electronics can eliminate the response from the soil and continue to detect only the response from the metal target w ithout any loss in detector sensitivity. Thus only the Minelab mine detectors, based on proprietary technology, will meet the USMC requirements. MineLab is also the mine detector providor for the new AN/PSS-14 mine detector for the US Army and USMC. Although production AN/PSS-14s are currently not available, the current MineLab offerings provide a commonality of components. Based on the results of the U.S. Army evaluation, the need to standardize the logistics/supply requirements between the two services, the performance, and the use of proprietary technology to achieve the performance, it is essential that these items be obtained from Minelab, Inc.
