- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR), Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation Number N00421-03-R-0120 is issued as a request for quote (RFQ). The incorporated document and provisions and clauses are those in effect through Federal Acquisition Circular 01-13, Defense Acquisition Circular 91-13 and DFARS Change Notice 20030603. This action is not set aside for small businesses. The applicable NAICS is 333911 and the small business standard is 500 employees. The Naval Air Systems Command Aircraft Division, Patuxent River, MD has a requirement to procure the refurbishment of a Cox Flow Calibration Stand Model 311. The required refurbishment services include the complete overhaul, upgrade, and modernization of the Model 311. The Statement of Work (SOW) describes the minimum requirements and is available by emailing hammettcl@navair.navy.mil. At contract award, the Model 311 shall be shipped to the contractor?s facility at the Government?s expense. After the refurbishment is complete, the contractor shall deliver the Model 311 to the Naval Air Warfare Center Aircraft Division, Patuxent River, MD 20670-1463. All responsible sources may submit a quotation that shall be considered by the agency. The quotation should include Freight On Board (f.o.b.) Destination shipping terms for the return of the Model 311 to Patuxent River, MD. The Model 311 shall be delivered no later than 6 months after date of contract award. Technical acceptability will be determined solely on the content and merit of the information submitted in response to this synopsis/solicitation. Therefore, it is incumbent on the offeror to provide sufficient technical literature, documentation, etc. in order for the Government to make an adequate technical assessment of the proposal. Each offeror shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial (JUL 2002) with its proposal. FAR 52.212-4 Contract Terms and Conditions -- Commercial Items (FEB 2002) is incorporated by reference and applies to this acquisition. The clause at 52.212-5 Contract Terms and Conditions Required to Implement Executive Orders -- Commercial Items (APR 2003) is incorporated by reference, however, for paragraph (b) only the following clauses apply to this acquisition: 52.203-6, Restrictions on Subcontractor Sales to the Government, with Alternate I (41U.S.C. 253g and 10 U.S.C. 2402), 52.222-21 Prohibition of Segregated Facilities, 52.222-26, Equal Opportunity (E.O. 11246), 52.222-35, Affirmative Action for Disabled Veterans and Veterans of the Vietnam Era (38 U.S.C.4212), 52.222-36, Affirmative Action for Handicapped Workers with Disabilities (29 U.S.C. 793) 52.222-37, Employment Reports on Disabled Veterans and Veterans of the Vietnam Era (38 U.S.C. 4212) and 52.232-33, Payment by Electronic Funds Transfer (Central Contractor Registration 31 U.S.C. 3332), 52.245-2 Government Furnished Property (Fixed-Price Contracts), 52.245-3 Identification of Government Furnished Property, and 52.237-1 Site Visit (APR 1984). DFARS Clause, 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items (APR 2003) is incorporated by reference, however, for paragraph (b) only the following clauses apply: 252.225-7001 Buy American Act and Balance of Payments Program (41 U.S.C. 10a-10d, E.O. 10582) and 252.247-7024, Notification of Transportation of Supplies by Sea (10 U.S.C. 2631). Site visits are available for the purpose of viewing the Model 311. Site visits shall occur on July 14, 2003. Anyone requesting a site visit must submit a request by July 10, 2003, by 2:00 P.M.
