Description
NA The purpose of this Sources Sought/Market Research is to identify potential sources capable of manufacturing Lightweight 30MM (LW30MM) Cartridge High Explosive-Dual Purpose (HEDP), NSN 1305-01-268-9373(B129), P/N 12902728. The main components of the Gover nment Technical Data package for the M789 cartridge are the M759 Point Detonating Fuze, Retainer, Steel Projectile Body, Fluted Shape Charge Liner, Explosive, Booster Pellet, Propellant, Aluminum Cartridge Case, Flash Tube and Electric Primer. A responden t to this market survey must have available the facilities and skills required to manufacture and prove out the LW30MM M789 HEDP Cartridges. Production of the LW30MM M789 HEDP is very complex and requires sophisticated industrial capabilities. Specific c apabilities and skills required to manufacture the LW30MM M789 HEDP Ctg are as follows: Explosives experts, set-up mechanics, machinists, process engineers and inspection personnel with the critical skills needed to successfully produce this round. Speci fic production capabilities required include: Equipment to load assemble and pack (LAP) this cartridge, required explosive storage and handling facilities, ballistic test equipment and specialized machine tooling unique to the manufacture of the M789 cart ridge. A respondent would need to possess the specialized skills and equipment to produce and test the projectile body in addition to the M759 Fuze which are critical components of the M789 Cartridge. Due to the customers demand for timely deliveries, a producer must be able to complete a First Article Test within 180 days after award for the M759 fuze, 210 days after award for the projectile and 240 days after award for the full up round. First production delivery would be within 300 days after award. A respondent's production capacity must be sufficient to manufacture a total quantity of 600,000 rounds per year. Interested U.S./Canadian firms who feel they are capable of manufacturing the LW30mm M789 HEDP Cartridges are invited to indicate their inter est by providing the Government a brief summary of their company's capabilities, including a brief description of facilities, personnel and past manufacturing experience as it relates to the above criteria. Information must be submitted to: HQ, JMC, ATTN : AMSJM-CCA-P/Diane Schmidt, 1 Rock Island Arsenal, Rock Island, IL 61299-6000. Please respond NO LATER THAN 8 July 2003 and identify 'LW30MM M789 HEDP Cartridges Sources Sought/Market Research' as the subject of your response. This is a market survey f or planning purposes only and shall not be construed as a Request for Proposal or as an obligation on the part of the Government. The Government does not intend to award a contract based on this market survey or otherwise pay for information solicited. T he information you provide will be utilized by JMC in developing its acquisition approach for FY 03/04 and future LW30MM requirements.
