- Description
- The Food and Drug Administration (FDA) will compete under the terms and procedures of OMB Circular No. A-76, a Contractor versus Government Performance Study to determine if the in-house accounting operations should be converted to a commercial service. This requirement is for providing general accounting operations in support of the mission of the Office of Regulatory Affairs of the FDA. Services include practical knowledge of the methods and techniques of a wide variety of general accounting activities including accounting support in the areas of procurement obligation, procurement voucher payment / accounts payable, travel order preparation for obligation and travel voucher payment, collections and accounts receivable, reconciliation of funds and disbursements, maintaining accurate accounting records, preparing accurate and timely accounting reports, and performing miscellaneous accounting tasks as required. This paragraph is a basic description of the duties performed. Services are performed on site at these 5 Regions listed below: Northeast Region New York City, NY (New York City RO, New York City District) Buffalo, NY (Branch Office of New York District) Stoneham, MA (New England District, Winchester Engineering and Analytical Center-WEAC) Southeast Region Atlanta, GA (Atlanta RO, Atlanta District, Florida district, San Juan PR District, Southeast Regional Laboratory) New Orleans, LA (New Orleans District) Nashville, TN (Branch Office of New Orleans District) Central Region Chicago, IL (Chicago/Philadelphia RO, Chicago District, Detroit District, Minneapolis District, Philadelphia District, New Jersey District) Cincinnati, OH (Cincinnati District, Forensic Chemistry Center-FCC) Baltimore, MD (Baltimore District) Southwest Region Dallas, TX (Dallas RO, Dallas District, Arkansas Regional Laboratory) Denver, CO (Denver District) Lenexa, KA (Kansas City District) Pacific Region Irvine, CA (Oakland RO, Los Angeles District, San Francisco District, Seattle District, Pacific Regional Laboratory-Southwest, Pacific Regional Laboratory-Northwest) This procurement is limited to qualified 8(a) firms only. It is anticipated that if a contract is awarded it will reflect a base period of one year with four one-year Option periods. A fixed price type contract is anticipated. The RFP will only be available on the FedBizOpps web page at http://www.fedbizopps.gov. Prospective offerors are responsible for downloading the RFP and all attachments. It is the offeror’s responsibility to monitor the FedBizOpps web page for the release of the solicitation and any amendments. The RFP should be available for downloading on or about fifteen (15) days after the publication of this announcement. The NAICS code for this requirement is 54219 and the size standard is 6 million in average annual receipts for the previous three (3) years. The solicitation will contain minimum/mandatory requirements that eligible firms must meet. The minimum/ mandatory requirements are anticipated to consist of the following: 1. All proposed Key Personnel shall have at least six (6) years of specialized experience in management and administration and increasing responsibility in accounting operations; 2. All senior personnel supervising and/or performing the accounting operations shall possess at least three (3) years of professional experience in an accounting entity comparable in size, scope, and complexity to FDA sites and must have knowledge of a complex range of subjects concerned with the functions and responsibilities of the FDA and accounting operations. This subject matter requires proficiency in interpreting accounting regulations, analyzing budgets, and understanding and recognizing the correlation of budgeted resources and information to the accounting mission as well as advanced knowledge in the utilization of electronic resources, accounting systems, and on-line databases; 3. Other support personnel shall have at least three (3) years of professional experience in an accounting entity comparable in size, scope, and complexity to the FDA sites. Must have experience in performing accounting and research services, accounts payable, travel claims, collection deposits and management, reports, and prompt payment. This subject matter requires proficiency in interpreting accounting regulations, analyzing budgets, and understanding and recognizing the correlation of budgeted resources and information to the accounting mission as well as advanced knowledge in the utilization of electronic resources, accounting systems, and on-line databases.
