- Description
- All Web Base Portal Service announcements previous announced have been cancelled in their entirety. The Government intends to negotiate a Firm Fixed Price Task Order for Web-Base Portal Services as required by Commanding Officer, U.S. Naval Forces, Europe (COMUSNAVEUR). It is anticipated that a firm fixed price Task Order against the successful GSA contractor will be issued. The task order will be awarded for a base year with four one-year option periods. Offeror shall provide information support in accordance with the Statement of Work to perform analysis and provide tailored information products for Commander, U.S. Naval Forces Europe (COMUSNAVEUR) Staff's knowledge production divisions and operational support programs and efforts. Contractor support will include, but not be limited to the following: Expert analysis and implications ? Analytical support (such as background and summaries) and predictive analysis, reporting on said events and developments in NAVEUR Area of Responsibility (AOR) and neighboring regions: (1) Economic developments in the NAVEUR AOR and neighboring regions (2) Political and military development in the NAVEUR AOR and neighboring regions *U.S. relationships and COMUSNAVEUR operations in or with the countries of those regions *Relations among the countries in the NAVEUR AOR (3) Technological and scientific developments that might impact COMUSNAVEUR operations or be used by COMUSAVEUR to improve its force structure (4) Scientific and commercial developments that might affect the country(ies) in the AOR (5) Political and military developments that will impact future NAVEUR force basing, force structure or military and political support for activities in the NAVEUR AOR and neighboring regions ? Provide translations of press reporting and other foreign language periodicals and media not available via the Federal Broadcast Information Service. *Incorporated into contractor's normal reporting routine rather than in response to a specific request by NAVEUR. ? Daily e-mail *Transmitted to 100 users *Approximately 8 news summaries, analyses and links to relevant sources regarding important topics *Summarizes, analyses and predictive analysis on issues as mentioned in the Statement of Work ? Webportal design and functionalities *Access available to 100 users *Provides additional background information on issues discussed in the Statement of Work *Regular Access *Updated daily (M-F) reference form local time London, UK ? Expert Links *In-depth review of an event, policy, or development *Detailed research and analysis *Delivery timeline agreed on at time of request *250 to 2500 words *50 expert links authorized under contract *Additional expertlinks available at contract price ? VTC/Webcast *Subject Matter Expert support via Video Teleconferencing or streaming video. *3 one hour VTCs per year ? Electronic content of products via electronic means and shall be in compliance with Navy Firewall policy ? Files shall be able to be downloaded into standard commercially available software program ? Unlimited rights of product distribution ? Technical requirements *Setup *Periodic Local Support *Website access and daily e-mail (100) *50 Expertlinks and 3 VCT/Webcast (a) Offerors shall demonstrate that personnel/staff have the necessary expertise to meet the requirements of the Statement of Work. By submitting a proposal, the vendor will be self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any Federal Agency.
