- General: The National Park Service, Department of Interior, is soliciting proposals for construction firms having the capability to perform the work described below. This solicitation will be issued electronically, on the Department of Interior's National Business Center (NBC) web site, at http://ideasec.nbc.gov. Paper copies of this solicitation will not be made available. Prospective offerors desiring to conduct business with DOI are requested to register at the National Business Center. Proposal documents will be available in Microsoft Word, HTML, and Adobe PDF. Specifications will be available in Adobe PDF format. Drawings will be available in TIFF format. Offerors wishing to receive electronic notification of changes will need to register to receive notification of this specific at http://ideasec.nbc.gov. This service is provided for convenience only and does not serve as a guarantee of notification. Subscribers to this service are ultimately responsible for reviewing the http://ideasec.nbc.gov site for all information relevant to this solicitation. Plan holders will be required to visit this website periodically to check for amendments and other changes to the contract documents. No other notifications will be issued. Proposed Issue Date: July 10, 2003. Title of Project: Construct Collections Building Description: The work of this contract consists of the construction of a free-standing collections storage and curation building that will be connected to an existing historic structure on Jamestown Island, Colonial National Historical Park. The project involves the construction of a 8,000 square-foot building, the connections to the existing historic structure, and site development including utilities, access road and parking improvements, landscaping, and pedestrian paths. This project is the first phase of implementation of Jamestown Island improvements. Future phases include a new visitor center, museum building, intermodal facility, pedestrian bridges and paths, and transit improvements. In 2007, Jamestown Island will be the focus of national and international attention during the commemoration of the 400th anniversay of its founding. Site Visit: A one-time on-site pre-proposal site visit is planned for sometime during the week of July 28, 2003. Type of Procurement: A negotiated firm-fixed price contract will be awarded requiring submission of both a technical and price proposal. The Government will consider an offeror's technical capability in comparison to its price. Estimate price Range: $2,000,000 to $4,500,000. Time for Completion: 365 calendar days. it is anticipated that the notice to proceed for this proejct will be issued in October 2003. Proposal receipt date is approximate, the actual date will be established at the time the proposal documents are available. All responsible sources may submit an offer that will be considered.
