Description
The Centers for Disease Control and Prevention, intends to make a sole source award to Dr. Eliot Marseille, D.Ph., MPP, Principal Research Associate for the Institute for Health Policy Studies, University of California, San Francisco, CA, for non-personnel services to provide analytical support. The proposed contractor is to develop a cost effectiveness model, analyze and prepare a publishable manuscript on the relative cost effectiveness comparing the use of either maternal Highly Active Antiretrovirals (HAART) during late pregnancy and breast feeding in resource limited settings when compared to prolonged infant antiretroviral prophylaxis during breast feeding. Upon investigation of the Contractor?s qualifications, Dr. Marseille is in a unique position to bring his expert knowledge of modeling the relative cost effectiveness of the maternal HAART and infant prophylaxis trials which are underway so that when efficacy results are available, then their relative cost effectiveness will be also available to help inform health polices for ministries of health and international agencies. Dr. Marseille is the only known vendor who is both an expert in the cost effectiveness of perinatal HIV prevention strategies and in determining antiretroviral costs in resource limited settings; and who has already developed cost effectiveness models and analyzed related data in carrying out earlier research on perinatal HIV interventions. It would not be cost effective for the Epidemiology Branch to attempt to recruit and train another individual to perform the highly technical time sensitive work described above. Period of performance is from Date of Award and continue for a period of 11 months. This notice is for informational purposes only. This is not a request for competitive quotes. Interested vendors may identify their interest and capability to respond within ten days of this announcement. A determination not to continue with this acquisition based upon response to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive acquisition.
