- This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Request For Quotation (RFQ) number is N66604-03-Q-5452. NUWC Division Newport intends to purchase the following items: Two (2) each of 19" Rack Mountable Signal Conditioner Backplane,16 Channels each, with patch panels and PC interface cables and twenty two (22) each of DC Differential Voltage Amplifier. The specifications are as follows: Signal Conditioning for quarter to full bridge piezo-resistive accelerometers and strain gages; Compatible with Endevco piezo-resistive accelerometers, Models 2262A & 7270; Programmable gain (0 to 1000) via Ethernet using Windows XP Professional operating system PC based system; Minimum 1 Meg-ohm input impedance; 0 to +/- 10Volt DC or Peak Vac input range; Accuracy of mimimum +/- 0.5% of full scale; Linearity of +/-0.1% of full scale; Selectable Low pass filter characteristics of Bessel and Butterworth type; Broadband frequency response of +/-5%, DC to 50 Khz; Capable of being supplied with AC and DC power; Noise 20 microVrms RTI plus 1 mVrms RTO, DC to 50 Khz; Capable of remote control via Ethernet or RS-232 interface; 10 V DC bridge excitation voltage; warrant (on-site). Required delivery is 30 days after award, F.O.B. Destination Naval Station Newport, Newport, RI. This is 100% set-aside for small business. NAICS Code is 334515; size standard is 500 employees. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2000-07. FAR 52.212-1 Instructions to Offerors--Commercial Items applies. Evaluation will be in accordance with FAR 52.212-2 Evaluation--Commercial Items. Evaluation factors are technical capability, price and past performance. Each is equally important. A completed copy of FAR 52.212-3 Offeror Representations and Certifications--Commercial Items must be submitted with quote. FAR 52.212-4, Contract Terms and Conditions--Commercial Items and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders--Commercial Items, and DFARS 52.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items apply. The following addenda or additional terms and conditions apply: The government plans to award a commercial item purchase order to the bidder with most advantageous bid to the government. Therefore, all bidders must submit their best price and best delivery capabilities through www.FedBid.com. The government requires the items to be an exact match to the specifications above. The Government intends to conduct an on-line competitive reverse auction to be facilitated by a third-party reverse auction provider, FedBid.com. FedBid.com has developed an on-line, anonymous, browser based application to conduct the reverse auction. All functional specifications are provided on FedBid.com. Participants will submit a series of quotes, which descend in price during the specified period of time. All responsible sources must submit a quote/offer to the Naval Undersea Warfare Center using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make an offer on line for N66604-03-Q-5452. Offerors that are not currently registered to use FedBid.com Exchange should proceed to www.FedBid.com to complete their free registration. The Government is taking this action in an effort to improve vendor access and awareness of requests while expediting its ability to gather multiple, competed, real-time quotes for products. Offerors may not artificially manipulate the price of a transaction by any means. It in unacceptable to place bad faith bids, to use decoys in the bidding process or to collude with the intent or effect of hampering the competitive bidding process. The reverse auction will start on or about 5 Aug 03 and end on Friday, 8 Aug 03 at 2:00 pm EST. Offers should include price and delivery terms. Defense Priorities and Allocations System (DPAS) rating of DO-C9 applies. Offers received after this date are late and will not be considered for award.
