Description
The Space and Naval Warfare Systems Command intends to award, on a sole source basis, a hybrid Cost Plus Award Fee (CPAF)/Firm Fixed Price (FFP) contract for enhanced AN/USC-61 (V) Digital Modular Radio (DMR) communications system software development and HF power amps production requirements respectively. Award is contemplated to General Dynamics Data Systems (GDDS)/Scottsdale, AZ. for. The DMR is a software re-programmable radio and uses an open systems architecture that maximizes the functionality of existing DMR legacy communications software waveforms. It is the intent of this procurement to buy software and hardware engineering services, production HF power amplifiers, HF interfaces}, and the necessary system integration testing and equipment First Article testing to deliver advanced software configurations and submarine qualified HF power amplifiers to the Navy. . The base award will consist of the following: 1. Software development and integration testing to produce the DMR Version 6.4 software release with the following enhanced functionalities: DMR Operator Station Authentication Function Dedicated Radio Controller Functions HAVEQUICK Constant Timing Reference Capability UHF LOS NOW Synchronization Feature Upgrade the DMR Operating System (OS) Baseband I/O Port to RF Channel Routing Enhancements Emergency Startup Disable Selection Modes Viewable Service Bulletin Feature Fleet SINCGARS COMSEC Fill Compatibility Function COMSEC Benign Key Techniques Provide IETM Content in DMR HMI Application Help Files Enhancement Provide Cryptographic Capability for AM and FM Waveforms Feature Provide Frequency Constraints on Waveforms Provide Tomahawk Strike Network Compatibility Function Cipher Text and Plain Text Switch Modes Enhance Security Signature of Radio Software Feature Enable Audio Port E3 for all Waveforms 2. Non-recurring hardware development, integration and First Article testing, and production of the First Article HF power amplifier unit. This effort will engineer the packaging of the HF power amplifiers to meet parametric (power, size, weight, cooling) and environmental (shock, vibration, structure borne noise) requirements of a submarine platform. First Article testing will be accomplished prior to production. These power amplifiers will be installed aboard USS VIRGINIA (SSN 774) and USS SEAWOLF (SSN 21) classes of attack submarines. The HF power amplifiers will support the installation and operation of the Digital Modular Radio (DMR) HF capable systems onboard submarines. 3. Related configuration management and Integrated Logistics Support (ILS) services, as required for Items 1 and 2. Options will be included for an estimated 100 each Production HF Power Amplifiers ((Submarine Environmental and Performance Qualified (SUBSAFE)) and related configuration management and Integrated Logistics Support (ILS) support services. The contract will include all associated and necessary Integrated Logistics Support (ILS) such as spares, provisioning, training (if required), technical manuals, and other technical ILS documentation and analyses. .
