Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Purchase request number F13CEV32090200 is hereby issued as a Request For Quote (RFQ). The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-19. This acquisition is under Standard Industrial Code 5802, with a small business size standard of 500 employees. This acquisition is Full and Open. Provide the following items: (1) Purchase a 16? x 8? Personnel Decontamination Trailer to replace Asbestos. CHASSIS: Heavy duty 8"x4"x10lb structural steel wide flange main beams; 2"x2"x16ga steel tubing floor joists 16: o.c.; 2-5/16" A frame coupler with 5000 lb tongue jack; high speed 5,200 lb. tandem axles with electric brakes and break away kit; 225 x 75. 15 D load range tires with 15" wheels; STRUCTURE: 3/4" CDX plywood sub-flooring; seamless, non-slip, rubber floor coved up the walls to contain the liquids; 2x4 wood stud construction 16" o.c.; 2x6 wood ceiling rafters 16"o.c.; .040 thick, smooth aluminum exterior siding with baked enamel finish; seamless fiberglass reinfroced plastic (FRP) laminated to 3/8" plywood on interior walls and ceiling, all seams are silicone sealed for a water proof interior; R-11 insulation- floors, walls and ceiling; one aluminum framed sliding window; two heavy duty aluminum framed doors with galvanized steel cores and stiffners, aluminum exterior skins, FRP interior skins, full lenght continuous hinge and door locks (32"x78"); .040 thick, seamless aluminum roof fastened to the perimeter aluminum top rail, all fasteners are located outside the trailer body; PLUMBING: Two stall, aluminum shower module withe three flap OSHA compliant air lock curtains A 50 gal. electric water heater installed in its own compartment, 80 gal. polyethylene holding tank mounted under trailer, Floor drains installed in clean and dirty sides plumbed to holding tank, A stainless steel sink will be recessed into the side of the trailer and plumbed to the holding, tank, includes a lockable door (exterior hand wash unit), Plumbing supply lines will consist of a high density crossed linked polyethylene tubing with brass swaged fittings, A exposed plumbing and holding tanks will be heat traced and insulated. ELECTRICAL: Three fluorescent light fixtures, rated for wet location, operated by three way switch, Heavy duty load center with breakers 100 amp 240v/120v single phase 60 Hz, Four duplex receptacles, GFI protected, installed in the clean and dirty rooms. CLIMATE CONTROL: One roof mounted A/C unit with heat strip - 13,500 BTU cooling and 5,600 BTU heating, One electric wall heater installed in the dirty room (1500 watts). DECON EQUIPMENT: 300 CFM negative air unit with HEPA filtration, all aluminum, installed in the dirty room with a 3-way switch. One micron filtration system for asbestos, and one lead filtration system with 1/2HP pump, both are fully automatic and installed in their own compartment. FURNITURE: Six personnel lockers, fastened to walls in clean room, Two Aluminum benches with fabricated aluminum pedestals, Tweleve clothing hooks mounted on walls in dirty and clean sides. MISC: Heavy duty steel steps with fold out aluminum handrails located at each entry/exit doors DOT approved running lights. Trailer complies with OSHA standard 29CFR 1910.141. The above specifications originate from Advanced Containment Systems Inc. Suitable substitutions to this specification are acceptable. The following clauses and provisions are incorporated and are to remain in full force in any resultant purchase order: FAR 52.212-1, Instructions to Offerors?Commercial Items (Mar 2000). It is incorporated by reference and applies to this acquisition. Award will be based on price alone. Each offeror shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certification?Commercial Items (Feb 2000) with their offer. FAR 52.212-3, Alternate I and III, must also be completed. FAR 52.212-4 (May 1999), Contract Terms and Conditions?Commercial Items, is incorporated by reference and applies to this acquisition with the addition of DFARS 252.204-7004, Required Central Contractor Registration (Mar 1998). The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders?Commercial Items (Aug 2000) applies to this acquisition and is incorporated by reference.
