Description
This is a combined synopsis/solicitation for a commercial item prepared in accordance with the Federal Acquisition Regulation (FAR) Part 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a separate written solicitation will not be issued. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 11. This Procurement is issued as an unrestricted procurement. The agency need is for training for basic Navy Police Boat Operator course for 80 CNRSW Boat Police personnel on site at Naval Station San Diego, Naval Base Ventura County, and Naval Weapons Station Seal Beach in accordance with attached Statement of Work. Desired start date: Mid-August; Project must be completed by 6 February 2003. CNRSW BASIC NAVY POLICE BOAT OPERATOR TRAINING 1. A recent series of Harbor Security Boat (HSB) incidents and accidents have highlighted the need for immediate boat operator training not currently available in the Navy training pipeline. Accidents resulting in hospitalization and major boat damages necessitate the need for contracted services in the most expeditious manner. Statement of Work a. Contractor will provide a Basic Navy Police Boat Operator Course for 80 CNRSW Boat Police personnel onsite at Naval Station San Diego, Naval Base Ventura County, and Naval Weapons Station Seal Beach. The course will consist of 48 hours of total training to be taught Monday through Saturday between the hours of 0800-1700. b. Training will consist of 20 hours of lecture, 8 hours practical application, and 20 hours underway. Classes will consist of five personnel taught at the discretion of the Navy over a 6-month period until 80 personnel have been trained. Class cost will consist of flat rate per class plus government equivalent per diem for classes taught in Port Hueneme and Seal Beach. c. The government will furnish classroom, boats, and any government-recommended training aids required. Contractor will provide all student materials tailored to the SeaArk 28' Dauntless Harbor Security Boat (HSB), 22' Boston Whaler and associated VHF radio, radar, chart plotter, and GPS. Areas of instruction to be included: (1) Boat Handling, Marlinspike, Engine Systems & Troubleshooting, Fire and Safety, Maneuvering, and Watch-keeping concepts. (a) Docking / undocking, and making a boat fast to a mooring. (b) Marlinspike-(Cleat, Square, Figure 8 stopper, coiling and heaving, bowline, clove hitch, becket, (c) Fire and Safety Regulations and Equipment (d) Sea Ark 28' Dauntless Engine Systems and troubleshooting (e) Maneuvering in close quarters (f) Maneuver to avoid a collision (g) Identify navigational lights, day shapes, and sound signals (h) Ability to navigate in restricted visibility. (i) Towing and being Towed (j) MOB and the Williamson Turn (k) Keeping a navigation watch and identify risk of collision. (2) Plan and Conduct a Passage and Determine Position (a) Prepare a float plan and pre-start checklist (b) Ability to determine Tides and Currents and identify local hazards. Current conditions and Weather forecast. (c) Thorough knowledge of and ability to use navigational charts and publications such as Coast Pilots, tide tables, Light lists, Notice to Mariners, Etc. (d) Ability to determine vessel's position, using all navigational aids, (e.g.-lighthouses, beacons, and buoys). (e) Ability to determine the vessel's position by use of dead reckoning. (f) Ability to determine vessel's position through use of GPS, Radar, and Chart Plotter. (Raymarine / Raynav GPS Plotter and Radar) (g) Ability to operate, interpret and analyze information obtained by radar. (VRM, EBLs, setting guard zones, MOB, Target Acquisitioning, Tuning, etc.) (h) Ability to correct and determine compass error. (3) Practical application to include the following: (a) Skills testing in the way of Challenge Examinations to be administered daily on covered course material. (a) Proper operation of onboard equipment including all Sea Ark 28' Dauntless Harbor Security Boat (HSB) systems. (b) On the water drills demonstrating maneuvering skills, navigation, Rules of the Road, high performance boat ops, and Rules of Engagement (if specified ). All students to be assessed in proficiency of stated goals. (4) Minimum instructor qualifications must include: (a) U. S. Coast Guard Master 1600 ton license. The requirement is for a firm-fixed price type contract. Contract will total their entire price for the project and also provide a breakdown either by base, hours, or class. Contractor is also required to provide a technical plan explaining how it will meet the required delivery schedule. The Period of Performance is listed above in the CLIN descriptions. In accordance with 52.211-8 Time of Delivery, all services must be performed in accordance with the schedule?no deviations are allowed. All prospective offerors are cautioned that in the event the Government is unable to determine price reasonableness based on the offers received and market analysis, the Government will not issue a contract. This d ecision is solely the decision and right of the Government. All efforts performed and all cost expended by prospective offerors in providing information requested by the solicitation are not subject to reimbursement by the Government. The following provisions apply: FAR 52.212-1, Instructions to Offerors Commercial Items, Addendum to FAR 52.212-1, Paragraph (b) (5) Offers shall provide an express warranty which at a minimum shall be the same warranty terms, including offers of extended warranties, offered to the general public. Express warranties shall be included in the contract; 52.212-5 Facsimile Proposals; Offerors are required to complete and include a copy of the following provisions with their proposals: FAR 52.212-3, Offeror Representation and Certifications Commercial Items. DFARS clauses 252.212-7000, Offeror Representations and Certifications-Commercial Items and a ddendum clause DFARS clause 252.225-7035, Buy-American Act-North American Free Trade Agreement Implementation Act-Balance of Payment Program Certificate; Clause FAR 52.212-4 Contract Terms and Conditions Commercial Items, applies as well as the following addendum clauses; FAR 52.243-1 Changes?Fixed Price; DFAR 252.243-7001 Pricing of Contract Modifications; The clause at 52.212-5 Contract Terms and Conditions Required To Implement Statues or Executive Orders Commercial Item applies with the following applicable clauses for paragraph (b): FAR 52.222-26 Equal Opportunity; FAR 52.222-35 Affirmative Action for Special Disabled and Vietnam Era Veterans, FAR 52.222-36 Affirmative Action for Handicapped Workers, FAR 52.222-37 Employment Reports on Special Disabled Veterans and Veterans of the Vietnam Era, FAR 222.41 Service Contract Act, FAR 52.222-42 Statement of Equivalent rates f or federal Hires; DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisition of Commercial Items, applies with the following clauses applicable for paragraph (b): DFARS 252.225-7012, Preference for Certain Domestic Commodities; and DFARS 252.225-70001 Buy American Act and Balance of Payment Program. DFAR 252.204-7004 Required Central Contractor Registration, applies to all solicitations issued on or after 6/1/98; Lack of registration in the CCR database will make an offeror/quoter ineligible for award. The Government inte nds to make a single award to the responsible Offeror whose offer is the most advantageous to the Government considering price and price related factors. The Government intends to award the contract to the eligible, low-priced, responsible offeror. Provision 52.212-2 Evaluation Commercial Items applies with paragraph (a) completed as follows: Award will be made to the Offeror that meets the solicitation?s minimum criteria for technical acceptability at the lowest price. To be determined technically acceptable the Offeror must furnish product literature that demonstrates that the offeror can meet all requirements stated in the above purchase descriptions. All responsible Offerors are to submit current pricing, delivery time, payment terms, cage code, Dunn and Bradstreet number, Tax Identification Number and all applicable specifications regarding this solicitation. Also requir ed are copies of applicable commercially published price lists pertaining to your company?s services that meet the specifications, along with applicable government discounts.
