Description
REQUEST FOR EXPRESSION OF INTEREST ? REMOTE-HANDLED TRANSURANIC (TRU) WASTE CHARACTERIZATION AND PREPARATION AT THE IDAHO NATIONAL ENGINEERING AND ENVIRONMENTAL LABORATORY I. INTRODUCTION ?Bechtel, BWXT Idaho LLC (BBWI), Management & Operating Contractor of the Idaho National Engineering and Environmental Laboratory (INEEL), is requesting an expression of interest from prospective Vendors to provide equipment and services to characterize and prepare remote-handled (RH) TRU waste for transport to the Waste Isolation Pilot Plant (WIPP). BBWI is interested in discussing technical capabilities along with recommended contracting mechanisms to provide drum venting, headspace gas sampling and analysis, radiography, radio-assay, visual examination, repackaging, and payload assembly and loading of RH TRU waste in accordance with WIPP requirements (currently in draft form). This expression of interest shall serve only as a method of establishing technical capabilities and commercial interest. Qualified candidates may be invited to participate in follow-on technical/business discussions. II. BACKGROUND - The INEEL is a U.S. Department of Energy (DOE) National Laboratory located approximately 50 miles from Idaho Falls, Idaho. Alternatives are actively being pursued in search of a cost-effective solution to processing INEEL?s small volume of stored RH TRU waste (approximately 1,500 drums). Various contracting options may be available depending on value to the Government. It is expected, based on draft WIPP Waste Acceptance Criteria and Waste Analysis Plan requirements for RH TRU waste, that a portion of the inventory will not require repackaging or intrusive characterization. It is also expected that the remaining inventory will require repackaging or intrusive characterization prior to shipment to the WIPP. Expected non-intrusive characterization capabilities include non-destructive assay, and non-destructive examination. Expected intrusive characterization capabilities include drum venting, headspace gas sampling, visual examination, and repackaging. Transportation systems include payload assembly, loading, and shipping utilizing the CNS 10-160B and RH 72-B casks. III. SUBMITTAL REQUIREMENTS - Prospective candidates shall provide a written response to address the following: 1)A description of current knowledge or capabilities related to performing the anticipated work. 2)A sample listing of current and past clients with a working knowledge of your firm?s capabilities in this area of expertise. 3)Experience working under a WIPP-certified characterization and/or transportation program 4)Existing or planned capabilities applicable to RH TRU waste characterization, certification, and transportation to include - ?Quality assurance program ?Drum venting ?Headspace gas sampling and analysis ?Non-destructive examination (radiography) ?Non-destructive radio-assay ?Visual examination and repackaging ?Payload assembly and shipping 5)The name, phone and email of a representative of your firm Please provide your expression of interest to Robert T.
