- Description
- The Department of Transportation (DOT), Office of the Secretary of Transportation (OST) plans to issue a Request for Proposal (RFP) to provide an evaluation model of passenger demand for air travel, including access to relevant non-U.S. DOT data. Sources will examine how demand for air travel has changed in recent years, incorporating the current industry downturn, and especially to identify differences in passenger responses at different price levels. Specialized service and knowledge of the airline industry as well as access to non-US DOT data sources (such as MIDT, travel agency, and/or airline ticket bid-price data) which provide information, particularly about passengers? propensity to pay and that distinguishes between types of markets and passenger demand segments. These data sources must contain data not available in USDOT databases, including (for example) 1) passengers? propensity to pay, 2) passengers? purpose of travel, and 3) passengers? booking window. These data sources must facilitate 1) inclusion of a multiple-year time period for data trend analyses; 2) inclusion of markets representing 90% or more of total passenger traffic; 3) separate analyses for different market type/passenger demand segments; and 4) compatibility with US DOT databases. Award of a firm-fixed-priced contract by September 12, 2003 with a base year (commencing October 1, 2003) with two (2) one-year option periods anticipated. A decision on the acquisition approach (i.e., full and open competition versus an 8(a) or other set-aside competition) has not been made; a combined synopsis/solicitation will be issued once a determination has been made. The solicitation will ultimately be distributed electronically via the Government?s electronic posting Web site at http://www.eps.gov under the Department of Transportation, OST, Acquisition Services under solicitation number DTTS59-03-R-00570. This synopsis is for information and planning purposes only. It is not a notice of a solicitation, and does not constitute a Government agreement to contract. Interested sources must submit the firms name, address, phone number, contact name, business entity (i.e., large business, small business, 8A, hubzone, etc., under NAICS 561611, 541613, 541614, 541690, 541910, 54172 or 54191) and a brief description, not to exceed 1 page, explaining how you meet the requirements of this synopsis. Additionally, please identify whether you hold a GSA/GWAC schedule. Large business, small and disadvantaged businesses are encouraged to team in support of one DOT contract.
