- This is a combined synopsis and solicitation for commercial items (non-personal services), prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. Goodfellow AFB, TX is soliciting quotes for the following non-personal service: Annual preventive maintenance agreement for the Time and Labor Management System. Contractor shall furnish all necessary plant, labor, tools, transportation, supplies, supervision, equipment, materials, and incidentals necessary to maintain the following items listed: Activities with clocks; Terminal model #2216 Child Development Center, Terminal model #2217 Lodging; Activities without clock; Terminal model #2213 Resource Management, Terminal model #2214 Bowling Center, Terminal model #2218 Skills Development Center, and Terminal model #3027 Youth Activities Center (all terminals have printers assigned). Contractor shall replace any defective Time Management Instrument (TMI), Time Management clocks or printer; units are to be shipped overnight. Each clock or printer shipment will include detailed, step-by-step instructions for replacement of the defective unit. Contractor will provide replacement assistance hotline to assist with installation of unit, defective unit to be returned after installation of new unit. Unit will be packed in box and company will arrange for pickup of defective unit. Contractor shall also provide unlimited access to hotline service 24 hours per day, 7 days a week for help with problems related to the use of the system. Changes and revisions to the software version included. PERIOD OF PERFORMANCE WILL BE 01 OCT 03 TO 30 SEP 04. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation shall not be issued. This solicitation is issued as a Request For Quotes (RFQ). Submit written offers (oral offers will not be accepted), on RFQ solicitation # FA3030-04-T-0001. This procurement is being issued as 100% SMALL BUSINESS SET-ASIDE. Award shall be made only to contractors who have registered with Central Contractor Registration (CCR) at www.ccr.gov. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-15 and Defense Acquisition Circular 91-13. NAICS code for this acquisition is 811490 and the size standard is $6.0 million. FOB: Destination for delivery to Goodfellow AFB, TX. The provisions at FAR 52.212-1, Instructions to Offerors?Commercial Items, apply to this solicitation. The provisions at FAR 52.212-2, Evaluation?Commercial Items, apply to this solicitation. The clause at FAR 52.212-3, Offeror Representations and Certifications?Commercial Items, applies to this solicitation and the offeror must include a completed copy of this provision with their quote. The clause at FAR 52.212-5, Contract Terms and Conditions Required To Implement Statures or Executive Orders?Commercial Items, applies to this acquisition ad is incorporated by reference. Award will be based on the lowest priced technically acceptable offer. The Government intends to evaluate and award without discussions on this procurement. Funds are not presently available for this contract. The Government's obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer.
