Description
Provide all labor, material, equipment and transportation necessary to install a new floating dock, a camel fender, two gangways, and provide for minor timber repairs at Group Port Angeles. The work includes but is not limited to the following: (A) Install a new floating dock on the east side of the existing T pier. The new floating dock shall be 8 ft by 158 ft, and include fiberglass grating to allow for light passage. The minimum water depth required for the floats is 5 ft at MLLW; (B) Install ten (10) 18 inch diameter steel piles to support the new dock. The piles will be pre-coated with 100 mil of polyurea prior to installation. The piles shall be vibrated in the prescribed location on the drawings; (C) Install a new 34ft by 4 ft aluminum gangway to access the new east floating dock. The gangway shall be constructed with an aluminum grating deck to allow for the passage of light. (D) Install a new (replacement) 32.5 ft by 4 ft gangway on the west side floating dock. The gangway shall be constructed with a aluminum grating deck to allow for the passage of light; (E) Install a new 100 ft camel fendering system on the west side of the T pier. The fending system will consist of three 18 inch diameter polyurea coated steel piles and two (2) 50 ft, 24 inch diameter plastic/steel piles; (F) Repair in kind a failed pile cap on the east trestle for the T pier. (G) Install a new 200 amp electric shore-tie to the existing east side float. Relocate the existing 100amp shore-ties to the new east floating dock. Install 5 GFCI duplex receptacles on the new east floating dock. Install 4 120 VAC marine floodlights on the new east floating dock; (H) Install 5 hose bibs for access to potable water on the new floating dock; and (I) Install new 2? telecommunication conduit to the existing east float and the new east float. The period of performance is 90 calendar days after Notice to Proceed. This procurement is estimated between $100,000.00 and $250,000.00 and is a small business set-aside. The North American Industry Classification System (NAICS) for this procurement is 237990. Size Standards is $28.5. NO TELEPHONE REQUESTS WILL BE ACCEPTED. This solicitation can be downloaded from the http://www.eps.gov on approximately 21 August 2003. If it does not appear on that day, please check back daily. The due dates for bids will be approximately 23 September 2003. This date is estimated and may change. For security reasons all Coast Guard drawings are only available through the Federal Technical Data Solution (FedTeDS), which will have a separate link on the FedBizOpps web page, identified as Technical Data Package. Offerors will need to register with FedTeDS and receive a user name and password to be able to download Coast Guard drawings. All responsible sources are encouraged to respond. The Department of Transportation (DOT), Short-Term Lending Program (STLP) offers working capital financing in the form of lines of credit to finance accounts receivable for transportation related contracts.
