Description
U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Weather Service (NWS), USilver Spring Md., intends to negotiate on a competitive basis. The National Weather Service requests a proposal for ALERT data format. The vendor must be able to provide the following: An electronic decoder/filter for collecting and relaying data in the Automated Local Evaluation in device must be capable of passing valid ALERT messages; blocking invalid ALERT messages, noise, and streaming audio data; and allowing the user to remotely select, deselect, and map individual pass and reject identification codes. The input of the device will be audio, and the output will be two RS-232 ports. The Government plans to centrally collect ALERT data from a wide geographic area via approximately 12-15 very small aperature satellite terminals (VSAT), a system in which costs are charged on a per bit basis. To reduce the number of invalid bits, and reduce operational costs. The Government plans to install the decoder/filters between existing field-located receivers and the VSAT's. Vendors who meets this requirement are required to submit in writing an affirmative response demonstrating they can meet the Government's requirements. All written responses must include a written narrative statement of capability, including detailed technical information and other technical literature demonstrating the ability to meet the above requirements. The response must be sufficient to permit agency analysis to establish a bona fide capability to meet the requirements. Affirmative responses must be received no later than 5 calendar days after posting of this notice.
