Description
The Naval Air Warfare Center, Weapons Division, China Lake, CA is issuing this synopsis to modify the original synopsis published 8 Nov 99. N68936-00-D-0027 was issued on a sole source basis on 24 Feb 00. It was issued to Syracuse Research Corporation (SRC) as the sole designer and manufacturer of the initial Passive Surveillance Radar (PSR). The purpose of the proposed contract modification is to extend the Period of Performance (POP) and add work to the contract in support of the upgrade to the PSR Engineering Development Model (EDM). Further development is needed to support joint field experiments planned in FY04 and to ultimately meet fleet requirements in FY06. The contract modification will extend the POP for a period of two years and include a Level of Effort (LOE) of 7,800 hours. This will allow continued design and fabrication of the PSR EDM unit and integration testing of the EDM unit with the NAWCWD control computer and operator interface software. It is in the government?s best interest to utilize the designer and manufacturer of the PSR to continue upgrade efforts. This notice of intent is not a request for competitive proposals; however, any firms believing that they can fulfill the requirement may submit a written response to be received at the contracting office no later than 15 days after the date of publication of this notice, clearly showing its ability to do so without causing programmatic hardship. All responsible sources may submit a proposal, which shall be considered by the agency.
